Position: WATER DISTRIBUTION SYSTEM OPERATOR
Location: Columbia

This position installs, tests, inspects, locates, troubleshoots, evaluates, maintains and repairs all components and assets associated with the standard operational and maintenance practices of the water distribution system. The incumbent works under general supervision to develop work methods and sequences.

The work is medium‑to‑heavy, requiring walking, standing, stooping, lifting, digging, pushing, or raising objects with repeated forces of 20–50 pounds and occasional forces of 50–100 pounds. Physical abilities needed include balancing, climbing, crawling, crouching, fingering, hearing, kneeling, lifting, mental acuity, pulling, pushing, reaching, repetitive motion, speaking, standing, and visual acuity.

The work environment may involve exposure to bright or dim light, dust, pollen, extreme heat or cold, wet or humid conditions, high noise levels, vibration, fumes, noxious odors, traffic, moving machinery, electrical shock, heights, wildlife, hazardous chemicals, confined spaces, disease, or dangerous gases. The role may require operation of light to heavy equipment that could pose a risk to the employee and co‑workers.

Responsibilities
  • Installs, tests, inspects, locates, troubleshoots, evaluates, maintains, and repairs all materials and equipment of the water distribution system.
  • Operates, evaluates, and maintains light and heavy equipment, including trucks, excavators, cranes, and other off‑road machinery for earthmoving or material handling.
  • Loads and unloads materials onto vehicles.
  • Maintains assigned trucks and equipment, performing cleaning, routine maintenance, and simple repairs.
  • Uses hand and power tools for various manual tasks.
  • Performs general manual labor tasks as required.
  • Conducts analysis of the water distribution system.
  • Inspects equipment for proper and safe working condition and reports defects or needed maintenance.
  • Maintains accurate and complete work records and submits reports.
  • Receives and responds to inquiries, concerns, complaints, or requests for assistance within areas of responsibility.
  • Provides leadership to or assists co‑workers with various duties.
  • Attends meetings, training, and other developmental activities as appropriate.
  • Performs all duties in accordance with applicable policies, procedures, laws, regulations, and safety standards.
  • May be required to work additional hours, holidays, weekends, nights, and on‑call rotation as needed.
  • Performs other related duties as assigned.
Minimum Qualifications
  • High school diploma or GED.
  • One (1) year of relevant prior experience.
  • Valid South Carolina Class “D” Driver’s License.
  • Must obtain a DOT FMCSA medical examiner’s certificate within 30 days of hire.
  • Must possess or obtain a South Carolina Class “A” CDL within the required timeframe.
  • Must possess a LLR Water Distribution System Operator Class “D” License.
  • Must demonstrate competency in the Operator D training program within two (2) years of hire.
  • Must obtain Asbestos, A Frame, and Trench and Shoring certifications within one (1) year of hire.
Key Skills
  • Strong reading comprehension of routine sentences, instructions, and work orders.
  • Ability to write routine sentences and complete job forms and incident reports.
  • Proficiency with personal computers and Microsoft Office (Outlook, Word, Excel).
  • Decision‑making ability limited to the individual with clear instructions.
  • Basic math skills: addition, subtraction, multiplication, division, and calculation of ratios, rates, and percentages.
  • Basic algebra and geometry knowledge for measuring, calculating volumes, and determining discounts or interest rates.
  • Ability to perform semi‑routine tasks following procedures with occasional problems.
  • Ability to handle machinery, tools, or equipment with moderate instruction and experience, such as line locating devices or light off‑road equipment.
  • Common‑sense execution of routine tasks with accuracy.
  • Ability to compare items against a standard and follow supervisor instructions.
