Work Location:
Hybrid. Onsite presence is REQUIRED on the first day of employment to receive equipment. After the first day, onsite presence is required per project needs. Expect onsite presence to range from once per month to once pre quarter.
Candidate location:
Candidates must be a CURRENT Resident within the Eastern Time Zone. No relocation is allowed if the candidate is outside of the Eastern Time Zone. Relocation to South Carolina is NOT Required.
Scope of the project:
Due to the volume of financial and administrative systems that need to be migrated to agency standard platforms, modernized, and upgraded to replace aging components, additional technical staff is required to support these efforts. This position will focus on designing, developing, and implementing system software using the Angular framework and supporting Dev Ops practices that ensure secure, reliable, and streamlined deployments.
The team will work to align technical solutions with current and future business needs, ensuring that system architectures, codebases, and deployment pipelines follow industry best practices. This role is essential to support strategic modernization initiatives, maintaining compliance with federal and state regulatory requirements, and ensuring ongoing business continuity for critical agency systems
Candidates should be self-motivated, team-oriented, work under limited supervision, and respond to priority tasks as needed.

Required Skills- 3+ Years of Experience refactoring legacy code
- 3+ Years of Experience with enterprise-level system modernization
- 3+ Years of State or Federal Government Experience
- 3+ Years of Experience developing modern web applications using PrimeNG, Type Script, JavaScript, HTML, and CSS (All are required)
- 3+ Years of Experience developing RESTful API's and backend services using ASP.NET Core AND C#
- 3+ years of experience with Microsoft SQL Server, including database design, data modeling, stored procedures, performance-optimized queries, and SQL troubleshooting
- 3+ years of experience with Dev Ops practices, including CI/CD pipelines, automated builds, deployments, and environment troubleshooting
- 5+ Years of Experience with manual AND automated system testing throughout SDLC
- 3+ years of experience creating technical documentation
- Familiarity with data privacy, security standards, and regulatory compliance relevant to state and federal systems (e.g., HIPAA, CJIS, NIST)
- Experience with IT development and implementation projects.
- Experience with Power BI or supporting data pipelines for reporting and analytics.
- Familiarity with infrastructure or cloud technologies such as Azure.
- Experience with SharePoint or collaborative content-management platforms.
Duties / Responsibilities:
The System Software Programmer plays a critical role in developing, modernizing, and supporting the Human Resources and administrative systems. This position is primarily responsible for building and maintaining applications using the Angular framework, supporting backend integrations, and implementing Dev Ops practices to ensure secure, efficient, and reliable delivery of software across the agency’s technology platforms.
The programmer collaborates closely with HR, IT, Finance, and infrastructure teams to translate technical requirements into scalable system solutions. Responsibilities include designing and developing application components, maintaining CI/CD pipelines, automating deployments, conducting code reviews, performing system testing, and ensuring documentation is up to date. The role also supports system upgrades, contributes to modernization of legacy applications, and ensures all solutions comply with agency IT security standards and federal and state regulations
With a strong emphasis on high-quality code, system reliability, automation, and cross functional collaboration, this position is essential to maintaining the integrity, performance, and long term sustainability of critical HR and administrative systems across the enterprise.
