Position Overview

We are seeking a highly experienced Senior COBOL Developer / Team Lead to support the maintenance, development, enhancement, and production support of complex, mission-critical business applications. The position will be responsible for analyzing existing systems, leading technical solutions, translating business requirements into technical specifications, and delivering tested software solutions.

The ideal candidate will have extensive experience with Visual COBOL and/or Micro Focus COBOL
, Windows-based client-server environments, Oracle SQL, application development, and technical team leadership. The candidate must be able to work independently and communicate effectively with business users, technical staff, and management.

Primary Skills

10+ years of experience with Visual COBOL and/or Micro Focus COBOL
1+ year of experience with Visual COBOL V9
10+ years of experience in:
- Computer system analysis
- System design
- Coding and development
- Testing and debugging
- Application implementation
- Modification and enhancement of existing systems
10+ years of experience developing and maintaining complex, mission-critical applications in a Windows-based client-server environment
10+ years of experience coding and testing complex COBOL-based business applications using Oracle SQL
10+ years of experience providing Level 3 (L3) production support
10+ years of experience leading technical software development teams through planning and software deployment
Strong experience working directly with business units to develop and review business and technical specifications
Ability to independently analyze complex application issues and propose effective solutions

Key Responsibilities

Analyze existing core business applications and assigned development or modification requests.
Lead the analysis of assigned projects and tickets and recommend appropriate technical solutions.
Partner with business stakeholders to develop detailed business specifications.
Translate business requirements into clear and actionable technical specifications.
Coordinate specification reviews and obtain appropriate business approval.
Design, develop, code, test, and deploy application solutions.
Validate delivered solutions against documented business and technical requirements.
Provide Level 3 production support for mission-critical applications.
Troubleshoot and resolve complex application issues.
Communicate regularly with development management and business analysts regarding project and production-support status.
Lead and coordinate technical development activities and deployment efforts.
Mentor and guide less-experienced technical team members.
Plan, define, lead, direct, instruct, and review project work and technical personnel.
Communicate effectively with users, vendors, technical staff, and management, both verbally and in writing.

Preferred Skills

Oracle 19+ SQL
Familiarity with Microsoft Visual Studio .NET / C# development environments
Experience working in a government or public-sector environment
Experience mentoring and guiding junior or less-experienced technical professionals
Strong written and verbal communication skills
Demonstrated ability to coordinate technical projects and development personnel

Preferred Certifications

Visual COBOL technical certification(s)

Education

Bachelor's degree in Computer Science or a closely related discipline preferred.
Candidates with a bachelor's degree and approximately 10 years of relevant professional experience are preferred.
Experience working within a government agency environment is highly desirable.
