ACCOUNTS PAYABLE SPECIALIST WV STATE TREASURER'S OFFICE
Salary: $45,000 - $55,000 salary commensurate with training and experience. Full-time employees of the West Virginia State Treasurer’s Office (WVSTO) are eligible for Public Employee Insurance Agency benefits and a number of other benefits available to state employees.

Under general supervision, this position is responsible for ensuring the timely and accurate processing of invoices in wvOASIS. This position is responsible for all invoices received except travel reimbursements and invoices paid by P-card. The Senior Administrative Specialist provides continuing or individual assignments by indicating generally what is to be done, limitations, quality and quantity expected, deadlines and priorities. Additional, specific instructions are given for new, difficult, or unusual assignments.
This position uses initiative in carrying out recurring assignments. The Senior Administrative Specialist verifies work is technically accurate and in compliance with instructions or established procedures.
- Enters payment documents into wvOASIS within two business days; reviews invoices to ensure accuracy before processing; acquires the required backups, signatures, and approvals. Payments should be entered accurately and timely.
- Communicates with vendors regarding payment status and resolves any discrepancies or issues that may arise.
- Reviews payment documents generated in wvOASIS and performs updates as needed.
- Assists the Senior Administrative Specialist with preparing various reports and projects as needed.
Graduation from a standard four-year high school or the equivalent required;
Bachelor’s degree from a regionally accredited college or university preferred; one year to two years related experience and/or training; or equivalent combination of education and experience. wvOASIS experience is not required but preferred.
Satisfactory completion of pre-employment law enforcement background investigation.
Required Knowledge, Skills, and Abilities- Ability to maintain records and to prepare reports.
- Attention to detail to ensure accuracy in data processing.
- Ability to use a personal computer in a Windows network environment using these applications: wvOASIS (Financial) and wvOASIS (UKG).
- Ability to gather and compile data for financial reports.
- Ability to establish and maintain effective working relationships with others.
- Ability to converse professionally and provide excellent customer service.

While performing the duties of this job, the employee is regularly required to remain in a stationary position and occasionally move about inside the office to access file cabinets, office machinery, etc.; observe, inspect, and assess documents; regularly operate computer and other standard office productivity machinery including, but not limited to computers, calculators, other office machinery, phones, printer/copiers, and filing cabinets;
frequently communicate internally with other Treasurer’s Office staff; frequently communicate with external stakeholders; and position self to access office areas needed or to operate office machinery.
