Job DescriptionUnder the direction of elected officials, the Secretary General of the municipality implements the policies outlined by the municipal team and coordinates the services of the municipality with its material, financial, and human resources.
Responsibilities include:
welcoming and informing the population, handling civil status, elections, urban planning, and social aid; assisting and advising elected officials, preparing municipal council meetings, deliberations, commissions, and mayor's orders; preparing, formatting, and monitoring the execution of the budget; overseeing public contracts and subsidies; managing accounting, including expenditure commitments and revenue titles; handling personnel management (time management, payroll); leading teams and organizing services;
managing communal assets and overseeing works; managing existing communal services; and developing and maintaining links with intercommunal structures and partners.
Essential writing skills (content and form) - KNOWLEDGE: understanding the areas of competence of municipalities and their organization; knowledge of the status of the Territorial Public Service and the rules of civil status and urban planning; knowledge of the regulatory procedures for public contracts and contracts; knowledge of the legal rules for the preparation of administrative acts; knowledge of the regulatory framework for the operation of public bodies and institutions.
SKILLS:
respecting regulatory deadlines; managing versatility and priorities; verifying the consistency and compliance with the regulatory framework of administrative files; preparing mandate files, expenses and revenues, subsidy requests and financial declarations; preparing and formatting municipal council decisions, mayor's administrative acts, and civil status acts; developing and managing a population reception system; controlling and evaluating service actions; leading, monitoring, and controlling agent activities.
PERSONAL QUALITIES: good communication skills, with a high capacity for listening and understanding; a sense of public service (deontology and discretion); excellent interpersonal skills.

Legal basis:
Article L332-8 paragraph 7 of the general public service code - A contractual employee may be recruited for this position as it is a secretary general of municipality position in a municipality with less than 2000 inhabitants. The proposed contract may not exceed three years, renewable up to a maximum of six years.
