Position OverviewThe Moselle SDIS is recruiting a head of the digital support and cartographic service for its business activities.
Responsibilities- Lead and manage a team: ensure quality relationships within the service, motivate and engage teams, share service objectives, ensure individual and collective training and progress;
- Ensure the smooth flow of information both internally and externally and maintain consistency in the communication of the agents;
- Technical assistance and expertise to the service (administer, manage the evolution of the GIS and statistical indicators, provide assistance and expertise to services in the use of GIS tools, geographic information, and statistical indicators) ;
- Manage the GIS, associated tools, and geographic databases (act as project manager for GIS-related projects, design, define, create, and manage geographic databases, participate in the design and deployment of other IT tools that can interact with the GIS) ;
- Meet the analytical and cartographic production needs of the services;
- Propose and implement working methods and procedures aimed at optimizing the organization and functioning of the service.
KNOWLEDGE:
- Understanding of the organization and operation of the SDIS;
- Knowledge of the regulatory context related to the use of geographic data (Inspire, open data, use of sensitive data…) ;
- Knowledge of the operational organization of the SDIS;
- Knowledge of the network of partners and stakeholders (territorial and national institutions managing networks, IDG, data producers and suppliers...) ;
- Knowledge of the ARTEMIS operational management system;
- Ability to work across different areas.
SKILLS:
- Windows environment, QGIS, GEO or equivalent;
- Mastery of database management and file organization;
- Proficiency in office tools and business software;
- Techniques for managing and organizing activities (dashboards, etc...) ;
- Conflict management and problem-solving techniques;
- Excellent written and verbal communication.
QUALITIES:
- Discipline, autonomy, responsiveness, and availability;
- Sense of organization and teamwork;
- Ability to listen and communicate.
