SUMMARY:

The Defense Business Compliance Manager / Facility Security Officer (FSO) manages all aspects of regulatory compliance for the defense product line and is the acting FSO. This is a broad role acting directly under the VP of business development ensuring the company adheres to regulations for the controlandprotectionof

Classifiedinformation, Controlled Unclassified Information (CUI) and Unclassified Naval Nuclear Propulsion Information (U-NNPI) in addition to other regulatory requirements such as Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR) and Cybersecurity Maturity Model Certification (CMMC).

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Manage and coordinate the Facility Security Program to safeguard Classified information and CUI.

Train cleared personnel in accordance with Defense Counterintelligence and Security Agency (DCSA) guidelines and internal security and export regulatory procedures.

Act as primary interface with Cognizant Security Office to conduct audits, request clearances and manage need to know access to all cleared personnel in the organization.

Report violations as required by federal regulations and support containment and resolution of findings.

Review defense contracts for regulatory requirements and advise the business unit and internal organization regarding policy to adhere to document marking requirements, safeguarding controls, etc.

Advise the Contracting Office on policy and procedures regarding federal regulations for future and current contracts.

Create or make changes to internal procedures for proper control of Classified, CUI, NOFORN and NNPI materials and provide training to the organization.

Keep abreast of regulatory changes within DCSA, DOD, and other regulatory bodies to ensure continued compliance and incorporate internal process changes to maintain compliance.

Manage and supervise the Information System Security Manager (ISSM), Assistant FSO and the Naval Nuclear Power Information Coordinator (NNPICO) in carrying out their duties.

QUALIFICATIONS:

Strong leadership ability is required to coordinate and communicate between senior management and production personnel

Engineering or technical degree preferred

Excellent management and communication skills

Prior experience in the US navy submarine program and naval nuclear propulsion programs highly desirable.

Familiarity with NIST 800-171 desirable

Experience as a military Security Officer or within the defense intelligence community preferred

Experience in submarine acquisition or logistics system highly desirable

Experience reviewing government supplier contracts highly desirable

Requires U.S. Citizenship and government clearance to Secret level.

LANGUAGE

SKILLS:

Ability to read and write clearly in English. Ability to speak effectively to subordinates, peers, managers, customers and suppliers. Many meetings are conducted in web-based systems (Teams, etc)

PHYSICAL DEMANDS:

Duties of this job are mostly performed in an office environment though the facility is an engineering design and manufacturing company with machine shop and test facility with industrial safety hazards requiring personal protective equipment when working or transiting those areas. Classified testing is conducted in an industrial environment and will require supervision and monitoring in some cases as FSO.

WORK ENVIRONMENT:

VACCO is a valve engineering and manufacturing facility with several buildings comprising the total campus all within walking distance. In addition to office cubicles there is a large machine shop, multiple inspection areas, indoor and outdoor test areas for acoustics, flow and operational performance testing. Additionally, there are multiple conference rooms, break areas and a cafeteria.
