As a Business Development Manager, you'll serve as a trusted advisor to public sector leaders, helping agencies identify workforce challenges, organizational priorities, and strategic opportunities. Through relationship building, consultation, and collaboration, you'll connect clients with high-quality HR consulting services that drive meaningful organizational outcomes while expanding CPS HR Consulting's impact.
This role is ideal for a public sector, HR, consulting, or organizational development professional who enjoys building relationships, solving complex challenges, and creating opportunities for impact. You will work at the intersection of client partnership, strategic consulting, and organizational growth, helping public agencies navigate complex workforce challenges while expanding CPS HR Consulting’s reach throughout the Western Region.
This is a highly visible, strategic role where your work directly drives organizational growth and mission delivery.
- Consult with public sector leaders to identify workforce challenges, organizational priorities, and service needs.
- Build and deepen trusted relationships with public sector clients and decision-makers.
- Serve as a trusted advisor by helping agencies evaluate solutions that support organizational effectiveness.
- Lead business development strategy for the Western Region.
- Identify and secure new client partnerships and revenue opportunities.
- Develop compelling proposals, negotiate contracts, and manage opportunities from discovery through implementation.
- Partner with marketing, client services, and leadership to design and execute growth initiatives.
- Represent CPS HR at conferences, networking events, and industry forums.
- Supervise, mentor and develop team members.
This role offers the opportunity to travel throughout the Western Region (CA, AZ, AK, HI, , NV, OR, UT, WA) and across the country while developing client relationships, representing CPS HR Consulting at conferences and industry events, and advancing business development initiatives. Travel includes local day trips, overnight stays, and multi-day conferences. During peak conference seasons, travel may average 3-5 days per week and may occasionally include evening and weekend events.
Candidates should enjoy engaging with clients and partners in person and be comfortable with a dynamic travel schedule.
- You consistently meet or exceed annual Western Region revenue targets.
- Develop a strong pipeline and successfully convert opportunities into executed contracts.
- Deliver high-quality, timely, and competitive proposals.
- Build trusted client relationships that result in repeat business and long-term partnerships.
- Generate meaningful opportunities through conferences, networking, and strategic outreach.
- Contribute to organizational marketing, business development, and growth strategies.
- Successfully coach, develop, and support assigned staff.
Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying.
ExperienceFour years of professional experience in business development, consulting, human resources, public administration, government relations, workforce planning, organizational development, or a closely related field, with demonstrated success building trusted relationships, developing client-focused solutions, and advancing organizational goals.
EducationEquivalent to master’s degree in a relevant field. Additional qualifying experience may be substituted for the required education on a year for year basis.
