Under the supervision of the Senior Engineer, the Staff Engineer performs a variety of entry level engineering activities including the design, preparation and/or review of improvements, plans, parcel maps, surveys, potential easements, hydraulic modeling, and encroachment and environmental permits for water and sewer facilities to ensure they meet or exceed the District’s standards and regulations. Performs construction management duties as assigned for District Capital Improvement Projects (CIP), including on-site construction inspection services, preparation of technical memorandums, contract document preparation and/or review, obtaining and enforcing permit requirements, and materials testing.
The Associate Engineer is the top level in the department’s entry level engineer series, which also includes the Staff Engineer I & II positions. Incumbents in this classification must have a working knowledge of various aspects of Civil Engineering as it relates to the planning, design, construction, operations, and maintenance of water production, storage, treatment, and distribution systems, wastewater collection, treatment and disposal systems, and recycled water treatment, distribution, and disposal systems.
The duties involve frequent contact with the public, engineers, contractors, and other agencies.
Uses engineering principals to assist in the planning, permitting, design and layout of District facilities, including development and review of plans and specifications and surveying of project sites.Inspects the repair, and construction, and performs required quality assurance testing of District water and sewer facilities, ensuring strict compliance with plans and specifications, industry standards, and governmental regulations. Strives for the use of superior workmanship in all construction and repair projects.Assists Project Manager with the collection, organization, review and tracking of project information, including but not limited to schedules, submittals, progress payments, contractor issues, customer issues and resolution status, labor and equipment rates, certified payrolls, and extra work tickets.Enforces Cal-OSHA safety program for all major construction or repair projects to ensure the safety of workers and the public.Uses and assists with the maintenance of an ESRI-based GIS. Draws or assists in the drawing of system maps to support planning, design and operation of District facilities using ArcGIS, or other geographical information system software.Uses Info Water and Info Sewer hydraulic modeling programs, or current equivalent, in response to new community projects, for system evaluation, to develop improvement projects to identify and solve systematic problems, improve reliability, efficiency and improve operations in general.Develops or assists in the development of working plans for the construction, modification, improvement, or repair of new and existing District facilities using AutoCAD. Prepares or assists in the preparation of as-built drawings and Civil 3D.Maintains accurate and complete materials testing and inspection records of all repair and construction projects in accordance with industry inspection standards.Collects, compiles and analyzes data and information as necessary for the development and maintenance of the District’s capital projects, asset management program, environmental assessments, and operational improvements.Performs field density tests using nuclear gauge testing equipment.Performs concrete testing for District capital improvement projects, in accordance with ACI and District requirements.Uses GPS equipment to collect field data.
