Eligibility Specialist Trainee / I / II – South Lake Tahoe, CA

The County of El Dorado’s Health and Human Services Agency is seeking an Eligibility Specialist to determine the eligibility of applicants for public assistance programs through interviews, fact gathering, and casework administration.

• Perform interactive interviews to elicit eligibility information and verify financial, employment, tax, and personal data.
• Analyze financial and eligibility information to determine initial or continuing eligibility for multiple aid programs.
• Explain regulations, rules, and policies to clients, apprising them of rights and responsibilities.
• Ensure accuracy and completion of application and declaration forms.
• Resolve discrepancies by securing documentation and confirmation from other agencies.
• Enter and retrieve data and issue benefits through an automated computer system.
• Evaluate clients for Advanced Payment Tax Credits related to health care reform.
• Explain Covered California plan options, costs, and individual features.

• Two (2) years full‑time clerical experience involving public contact, interviewing, math computations, form completion, or eliciting information from the public; OR
• One (1) year full‑time experience determining eligibility for loans, financial assistance, unemployment, or benefits; OR
• Completion of sixty (60) semester or ninety (90) quarter college units.

• One (1) year full‑time experience performing duties equivalent to the Trainee level; OR
• One (1) year full‑time experience determining eligibility for health programs, loans, or benefits and two (2) years clerical work involving public contact; OR
• Two (2) years full‑time experience determining eligibility for health programs, loans, or benefits; OR
• Four (4) years full‑time clerical work involving public contact; OR
• Equivalency to a bachelor’s degree from an accredited four‑year college or university.

• One (1) year full‑time experience performing duties equivalent to the Eligibility Specialist I level.

• Possession of a valid California or Nevada Driver’s License and a satisfactory driving record.

• Potential Tahoe differential up to $101.53 paid over twenty‑four benefit pay periods and a geographical differential up to $200.00 per year for employees residing in the Tahoe basin.
• Spanish language proficiency is an asset and may qualify for a $1.00 per hour pay differential after passing the required exam.
