Overview
D&G Solutions is seeking a highly motivated IT Business Analyst to support USTRANSCOM as it executes its role as the Single Manager for Global Bulk Fuel Management and Delivery (GBFMD). You will be a key member of a team improving the effectiveness and efficiency of the Joint Petroleum Enterprise.

- Gather, clarify, and document business problems and requirements impacting global bulk fuel management within the Joint Petroleum Enterprise (JPE).
- Develop clear current state and future state process documentation to support operational improvements.
- Develop, maintain, and present reporting and analytics products, including dashboards, reports, and data models using tools such as Power BI or Tableau.
- Translate complex operational and data findings into briefings and presentations for JPE stakeholders and leadership.
- Support testing and quality assurance efforts to ensure JPE systems and reporting outputs remain accurate, reliable, and mission ready.
- Engage with stakeholders and user communities across the Department of Defense, including organizations such as DLA, Military Services, or Combatant Commands.
- Collaborate across functional teams, data owners, and operational users within USTRANSCOM and across the Department of Defense.
- Apply working knowledge of SQL to support data analysis, validation, reporting, and troubleshooting needs.
- Partner with analysts, data engineers, and report developers to define data requirements and ensure data quality for dashboards and analytics.
- Assist in maintaining business process documentation, standard operating procedures, and training materials related to JPE systems and tools.
- Provide support for system deployments, user training, and ongoing sustainment of JPE related applications and reporting platforms.
- Evaluate how well technology solutions align with business needs and recommend improvements where appropriate.
- Translate business objectives, operational needs, and rules into detailed functional requirements and system specifications.
- 5 or more years supporting IT systems, business applications, or data driven platforms in an analyst, systems support, or business systems role.
- Bachelors degree from an accredited college or 9 years of experience.
- Experience gathering and documenting functional requirements for enterprise systems, including workflows, user needs, and system capabilities.
- Experience developing or supporting dashboards, analytics, or business intelligence solutions using Power BI, Tableau, or similar tools.
- Ability to write or interpret SQL queries to support reporting, troubleshooting, and data validation.
- Experience supporting system testing, quality assurance, and deployment activities to ensure solutions meet operational requirements.
- Familiarity with configuration management, change control, or release processes within a structured or government environment.
- Experience collaborating with technical teams, operational users, and leadership across distributed organizations.
- Understanding of Agile and or Waterfall delivery approaches supporting system implementation and sustainment.
- Experience supporting DoD logistics, fuel management, or Joint operational environments, including DLA, USTRANSCOM, or JPE.
- Familiarity with enterprise data platforms such as Databricks, Palantir, or cloud-based analytics environments.
- DoD SECRET Clearance with eligibility for TS/SCI
- This role is restricted to U.S. person(s) (i.e., U.S. citizens, permanent residents and other protected individuals under the immigration and Naturalization Act, 8 U.S.C. 1324b(a)(3))
- Prior logistics experience, particularly within the Department of Defense (DoD).
- Prior DoD and/or government contracting experience.
- Experience with systems used in the Joint Petroleum Enterprise.
- Experience with DoD Architecture Framework (DoDAF) or other enterprise architecture frameworks.
- Familiarity with cybersecurity principles and practices related to protecting sensitive data and critical infrastructure.
- CBAP (Certified Business Analysis Professional), CAPM, Six Sigma, or similar certification.
- This position is required to be on-site at Scott AFB, Illinois.
- Ability to travel within CONUS (Continental US) up to 10% of time
