In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Transportation Operations Series, 2150 SPECIALIZED

EXPERIENCE:

Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations;

familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations; mastery knowledge of Air Force transportation operations policies, concepts, principles and methodologies applicable to air transportation operations under peacetime and wartime conditions;
Expert knowledge of organizational missions, objectives, and procedures; the relationship with and support requirements of other program areas, and the regulatory framework in which the transportation operations program operate;
Expert knowledge of the command air transportation operations systems, its capabilities and how it incorporates transportation requirements and operations if serving in a Functional Manager capacity otherwise a good sound working knowledge;
Extensive knowledge of air operations involving air assets, en route infrastructure, and employment of mission support forces.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS

Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE:

Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

SKILLS AND ABILITIES

(KSAs)

Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • 1. Knowledge of and skill in the applications of Air Force rated aviator (e.g., pilot, navigator) expertise as it applies to the assigned air transportation operations area.
  • 2. Knowledge of a wide range of qualitative and/or quantitative analyses of data associated with the transportation feasibility process.
  • 3. Knowledge of Air Force and DOD air transportation operations policies, procedures, and programs as they relate to command goals and objectives. Ability to evaluate the effectiveness of planning actions related to projected and actual events.
  • 4. Knowledge of the relationship of the various command entities involved in air planning and execution of military operations. Knowledge of air operations involving air assets, en route infrastructure, and employment of mission support forces.
  • 5. Knowledge of assigned weapon systems.
  • 6. Skill in designing and conducting comprehensive studies, and preparing/presenting solutions to especially broad, important, and severe military operational and contingency areas. Ability to plan, organize and lead others in air transportation operations studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.

    Ability to communicate effectively both orally and in writing, negotiates complex issues, and maintains good working relationships.
  • PART-TIME OR UNPAID EXPERIENCE

    Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
