The Utility Service Specialist II works under the direction of the Finance Director and the Utility Service Supervisor, follows established procedures, and performs a variety of calculating, verifying, posting, and summarizing tasks in maintaining assigned segments of accounting records. This is a full-time, benefited position.

ESSENTIAL RESPONSIBILITIES AND DUTIES

1. Assists City visitors requesting information and assistance.

  • Provides customer service to residents and other City visitors
  • Answers and directs city-wide incoming telephone calls.
  • Directs walk-in visitors.

2. Processes utility billing and assists with collection function

  • Answers inquiries and assists in resolving problems from utility customers (phone, email, & in-person).
  • Process closings, final assessments, and delinquent account collections.
  • Create new accounts and maintain customer records.
  • Processes the billing and reconciling of utility accounts.

3. Assists in the cash receipting function.

  • Inputs and reconciles daily cash receipts.
  • Prepares daily bank deposit.
  • Prepares daily reports for all payments received including on-line payments.
  • Conducts research to resolve cash receipt errors and issues.

4. Assists with other departmental needs.

  • Provides backup services for other positions.
  • Assists with general departmental upkeep.
  • Assists with maintaining office equipment.
  • Receives and distributes mail for all city departments.
  • Serves on assigned committees and attends assigned city events.
  • Occasionally attends, participates, and/or provides training related to job duties.

5. Provides support for special accounting and other projects, as assigned

MINIMUM QUALIFICATIONS AND REQUIREMENTS

EDUCATION, EXPERIENCE AND CERTIFICATIONS

Graduation from a high school or GED equivalent and three years of related experience, or any equivalent combination of related education and experience.

NECESSARY KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of, and familiarity with, basic computer software including Microsoft Office Suite.
  • Knowledge of basic accounting principles including, but not limited to: skills in accounting reconciliation, error detection, and correction.
  • Proficient arithmetic skills. Skill in word processing, spreadsheets, office machine usage and the operation of desktop computers
  • Ability to communicate effectively, verbally and in writing.
  • Excellent customer service skills, including handling multiple phone lines, and conflict resolution while maintaining a positive attitude and composure.
  • Requires a high level of critical thinking and ability to meet deadlines. Strong accuracy and attention to detail is an absolute requirement.
  • Ability to alphabetize, solve problems, and research effectively.
  • General clerical skills will be measured through valid testing methods or through verifiable work experience.
