Tucson, AZ Job : #73248 Pay Range: $92-103 ph (W2) Duration: 6 - 12 mos The Test Solution Engineering (TSE) team within the Hardware Discipline Center is a multi-discipline organization that provides test solutions to support production lines for our entire missile portfolio. TSE is responsible for developing advanced windows application solutions for all Raytheon products. We are hands-on, designing with the latest technology and tools, and integrating state-of-the-art software solutions with the most advanced engineering systems in the world.

TSE products are in engineering labs, in the field, and in production environments utilized for weapon system products. TSE has job opportunities across all phases of the engineering lifecycle, including demonstrations, early engineering tests, design verification tests, production, and post-production sustainment.

Position Overview The Test Systems Execution Lead (EL) is responsible for leading sub ELs and multidisciplinary engineering teams, managing technical execution, and overseeing multiple contracts and projects. The role partners closely with program leadership and functional teams to drive cost, schedule, and performance outcomes while maintaining strong customer and stakeholder relationships. Key deliverables for this role Lead technical execution and oversee all phases of assigned projects Manage multidisciplinary engineering teams and align deliverables with program objectives Coordinate program planning, EVM activities, and proposal development Prepare and deliver reviews, performance updates, and customer communications Optimize project performance through data analysis, problem solving, and process improvements What does success look like for this role?

Success is defined by consistently delivering program objectives on schedule, effectively leading cross functional teams, maintaining strong internal and customer relationships, and ensuring test system execution meets cost, technical, and performance expectations.

Qualifications:

* Typically requires a Bachelor's Degree in Science, Technology, Engineering, or Mathematics (STEM) and a minimum of ten (10) years' prior relevant experience OR an advanced degree and 7 years of experience.
* Experience with Earned Value Management System (EVMS) and Program management.
* Experience with Test Systems Engineering or equivalent Engineering experience for both hardware and test software development, integration, verification, validation, and maintenance activities within production, manufacturing, product qualification environments.
* EL or Program Management (PM) experience with program office, cross-functional teams, and internal/external customers.
* Experience with program management tools such as Earned Value Management System (EVMS), Integrated Master Plan (IMP), Integrated Master Schedule (IMS), and Risk and Opportunity Management.
* Experience with budget, schedule, Estimate at Complete (EAC) process, and financial performance report generation with Test Systems Engineering or equivalent Engineering programs. Qualifications We Prefer:
* Experience leading multidisciplinary teams, including sub ELs and engineering staff
* Program or project management credentials (such as EVMS or equivalent certification)
* Strong communication skills with the ability to present performance results to leadership and customers
* Background in large program execution and full lifecycle activities from R&D through production
* Experience with proposal development, contract processes, and Automated Test Equipment (ATE/UUT), with familiarity in Agile methodologies Day-to-Day Responsibilities
* Communicate regularly with program leadership, finance, planning, and sub ELs
* Oversee operational and administrative aspects of ongoing projects
* Coordinate cross functional tasking to maintain alignment to schedule and scope
* Approve system changes and participate in key review boards (e.g., FRBs, CCBs)
* Support project budgeting, proposals, and reporting activities Tools / Technologies Required
