Position OverviewDelta Personnel is currently seeking an experienced Commissioning HSE Specialist to support a major industrial construction and commissioning project in Southaven, Mississippi.
The selected candidate will work closely with project leadership, commissioning personnel, contractors, and client representatives to support the safe execution of construction, startup, testing, energization, and commissioning activities. This position requires a strong field presence and the ability to effectively engage craft personnel, supervisors, and project stakeholders in a fast-paced industrial environment.
Candidates with experience supporting industrial construction, power generation, electrical construction, manufacturing, utilities, commissioning, or large-scale infrastructure projects are strongly encouraged to apply.
Field Leadership & Presence- Maintain a visible field presence throughout construction and commissioning activities.
- Participate in daily planning meetings, contractor coordination meetings, and startup discussions.
- Conduct field observations, audits, and inspections to identify hazards and opportunities for improvement.
- Coach supervisors and craft personnel on hazard recognition, risk mitigation, and safe work practices.
- Promote a culture of accountability, engagement, and operational excellence.
- Support installation, testing, startup, and commissioning activities associated with critical infrastructure systems.
- Participate in reviews of commissioning plans, startup procedures, and work execution strategies.
- Monitor activities involving system energization, functional testing, and equipment turnover
- Assist project teams in identifying and managing hazards associated with startup and commissioning operations.
- Interface with contractors, commissioning teams, vendors, and client representatives during critical project milestones.
- Support implementation and verification of lockout/tagout requirements.
- Monitor activities involving energized electrical systems and temporary power installations.
- Participate in reviews of electrical safety controls, work permits, and hazard assessments.
- Verify safeguards are in place prior to testing, startup, and energization activities.
- Assist project teams in maintaining compliance with applicable client and regulatory requirements.
- Investigate incidents, near misses, and significant observations.
- Assist with root cause analysis and corrective action development.
- Track trends and recurring issues to support proactive risk reduction efforts.
- Prepare reports and communicate findings to project leadership.
- Maintain accurate inspection, audit, and observation records.
- Assist with project safety reporting requirements.
- Support contractor performance reviews and project metrics.
- Ensure documentation is completed accurately and submitted in a timely manner.
- Minimum 5 years of HSE experience supporting industrial, construction, utility, manufacturing, energy, or infrastructure projects.
- Strong field presence with demonstrated ability to engage craft personnel and supervisors.
- Working knowledge of electrical hazards, energy isolation principles, and commissioning activities.
- Experience conducting audits, inspections, investigations, and field observations.
- Strong verbal and written communication skills.
- Ability to work extended schedules as required by project demands.
- Experience supporting commissioning, startup, or turnover projects.
- Experience supporting electrical construction, power generation, industrial facilities, data centers, substations, or manufacturing operations.
- OSHA 30-Hour Construction certification.
- First Aid / CPR certification.
- Knowledge of NFPA 70E principles.
- Experience working around medium-voltage equipment.
- CHST, CSP, OHST, CUSP, or similar professional credentials.
- Ability to work outdoors in varying weather conditions.
- Ability to access elevated work areas, ladders, and industrial structures.
- Ability to walk active construction sites for extended periods.
- Ability to occasionally lift up to 50 pounds.
