Construction Project Management Supervisor – Broward County
The Broward County Board of County Commissioners is seeking qualified candidates for the Construction Project Management Supervisor position in the Seaport Facilities Maintenance Division. This job announcement will remain open until sufficient applications are received and may close at any time.
Responsibilities- Oversee water/sewer, stormwater design, construction, and other infrastructure projects ensuring regulatory compliance.
- Review as‑built drawings, architectural and engineering plans, and specifications for compliance with federal, state, and local building codes.
- Monitor and manage maintenance and capital projects.
- Manage and supervise contractors and consultants, negotiating construction and consultant contracts, amendments, change orders, and work authorizations.
- Review plans, specifications, proposals, engineering calculations, pay applications, permit packets and invoices.
- Track progress of maintenance projects, resolve construction‑related issues, and negotiate fees and scope with consultants. Sign and seal permit applications and drawings.
- Escort contractors and consultants throughout the Port to perform their services.
- Maintain work orders in AIM, updating notes, status, and pictures as required.
- Review bids for conformance to construction specifications; administer and manage consultant and contractor contracts for adherence and performance; assist in bidding and contract packet development.
- Hold periodic meetings with contractors and consultants to review work progress and manage all project aspects.
- Approve proposals, invoices, and payment requests; prepare vendor evaluations at project conclusion; monitor contractors’ goal assignments with OESBD (small business).
- Assist with preparation of new fiscal year budget requests; carry out special assignments as requested by the Division Assistant Director; perform related duties as required.
- Coordinate with internal supervisors, Port Maintenance Manager, stakeholders and county agencies (County Attorney, Purchasing Division, Finance, Small Business, Risk Management, Operations, Security, BSO, Fire Rescue, Health Department, Water and Wastewater Department, other county agencies, local agencies, state, and federal agencies).
Performs advanced professional and administrative work with supervisory responsibilities in the management of construction projects for the County, reporting major activities to executive‑level administrators through conferences and reports.
Minimum Education and Experience RequirementsBachelor’s degree from an accredited college or university with major coursework in architecture and/or engineering or a closely related field; master’s degree preferred. Six (6) years of professional architectural or engineering work, including four (4) years of experience in project management and supervision of staff appropriate to the area of assignment or closely related experience.
Special Certifications and Licenses- Engineering License OR Architectural License OR NCIDQ (Space Planning Only) based upon area of assignment.
- Valid Florida Driver’s License at time of appointment and for duration of employment.
- Transportation Worker Identification card (TWIC) within 60 days of employment and for duration of employment.
- Valid Port Security Identification Badge for duration of employment.
- M.S. Degree in Civil and/or Environmental Engineering, Construction Management, Business or Public Administration, or a closely related field.
- Licensed General or Building Contractor in the State of Florida.
- Project Management Professional (PMP) certification.
- ENV SP Envision Sustainability Professional.
- Working knowledge of AutoCAD.
- 1+ years experience using Building Information Modeling (BIM).
- 1+ years experience using water distribution and/or storm sewer modeling system software.
- Five (5+) years experience in governmental accounting and procurement processes and/or public‑sector construction project management.
- Knowledge of ADA accessibility standards and building code.
- Knowledge of SFWM and/or FDEP permitting and regulatory process.
- LEED Certification.
