Early Childhood Education Teacher on Special Assignment (TOSA)

The Early Childhood Education TOSA will work collaboratively with all ECE staff, ESAs, parents, and supervisor to provide evaluation and placement of eligible early childhood special education students. The TOSA will provide support to children and families and will be responsible for establishing and supporting assessment teams to provide a comprehensive assessment of children 3-5 years of age and to establish eligibility for preschool special education (Part

B). Using assessment, the TOSA will assist teams in identifying a student’s current level of performance and in writing functional and appropriate IEPs that meet all state and federal guidelines reasonably to meet individual student needs.

General Summary

Essential Functions
  • Meet with preschool teachers to problem solve the initiation and completion of special education assessments, and evaluate amendments as needed for individual students who are currently attending preschool programs.
  • Mentor and assist special education teachers and ECE staff in issues that may include service provision, behavior management, data collection, record keeping, knowledge of specific disabilities, and guidance of state/federal special education law.
  • Serve as the district representative in IEP meetings, assist teams in identifying early childhood programs, organize and enroll eligible students into programs, and collaborate with all preschool staff.
  • Assist directors in placement of newly identified special education students and transfer students with enrollment, transportation, change of programming and with transitions between programs (B‑3 programs, programs for 3 & 4 year olds and kindergarten programs).
  • Provide appropriate staff development opportunities on early intervention, special education and topics that support the district's mission.
  • Work with directors to design systems for assessment and Child Find teams.
  • Attend coordinator meetings and ECE team meetings.
  • Collaborate with B‑3 and elementary programs to provide timely and appropriate transitions.
  • Assist teachers in their ability to communicate regularly, positively and effectively with parents.
  • Maintain appropriate confidential reports, records and files in compliance with state and federal law.
  • Perform other duties that may be assigned by supervisor.

Minimum Qualifications

Education and Experience

  • B.S./B.A degree (Elementary K‑8 and/or Secondary)
  • Successful experience working with preschool or elementary special education programs
  • One to three years of teaching experience preferred

Must have the ability to acquire a comprehensive working knowledge of school district policies. Must have the ability to demonstrate experience and sensitivity that affirms individuality and diversity. Must have the ability to establish and maintain positive effective working relationships with those contacted in the performance of work; as well as to communicate effectively both orally and in writing. Must have the ability to interface with others in difficult situations that require empathy, flexible thinking and deep knowledge of all related instruction/programs.
