Location:

Spanish Fork, Utah (Hybrid - On-site meetings, employee engagement activities, presentations, strategic planning, and other activities as required)

Duration:
Three-Year Initial Contract (January 1, 2027 - December 31, 2029), with potential one-year renewals

Spanish Fork City is seeking an experienced Employee Benefits Brokerage & Consulting Services Consultant to provide comprehensive employee benefits brokerage, strategic consulting, compliance, enrollment, employee communication, wellness, analytics, and ongoing benefits management services. The selected consultant will serve as a strategic partner to City administration, Human Resources, Finance, and leadership to optimize employee benefit programs, manage healthcare costs, improve employee engagement, maintain regulatory compliance, and support employee recruitment and retention.

Key Responsibilities
  • Provide annual strategic benefits planning, multi-year benefits roadmap development, market benchmarking, plan design recommendations, cost-containment strategies, recruitment and retention analysis, and labor market competitiveness studies.
  • Lead insurance marketing and procurement activities, including carrier marketing, renewal negotiations, carrier proposal analysis, carrier selection recommendations, implementation support, and evaluation of alternative funding or self-funding options.
  • Provide benefits compliance support covering ACA, HIPAA, COBRA, Section 125/cafeteria plans, Medicare-related requirements, federal and state regulatory updates, and required employee notices and disclosures.
  • Plan and support annual open enrollment, employee benefit guides, communication materials, employee meetings, presentations, new-hire enrollment, education campaigns, and benefits decision-support tools.
  • Provide employee advocacy and customer service, including claims assistance, carrier issue resolution, escalation management, and dedicated employee support.
  • Develop wellness and population health strategies, including wellness incentives, health risk assessment initiatives, engagement campaigns, population health analytics, and return-on-investment reporting.
  • Advise on HSA, FSA, and consumer-directed healthcare programs, including strategy development, compliance, employee education, utilization reporting, and recommendations.
  • Provide benefits technology consulting, enrollment technology recommendations, data integration support, eligibility management, carrier connectivity, and employee self-service solutions.
  • Deliver claims analysis, utilization reporting, renewal forecasting, executive dashboards, benchmarking studies, financial modeling, and benefits trend reporting to support executive decision-making.
  • Coordinate with retirement vendors and support financial wellness strategies and employee financial education resources.
  • Provide specialized benefits expertise for police, fire, EMS, and other public safety personnel, including disability programs, wellness and resilience programs, critical incident support, and public-safety recruitment and retention strategies.
  • Conduct annual strategic reviews covering claims experience, renewal projections, market benchmarking, cost-containment recommendations, wellness outcomes, and three-year strategic recommendations.
  • Support the transition to the selected broker, including review of current benefits, claims and utilization analysis, benchmarking, funding evaluations, wellness assessment, and recommendations for the July 1, 2027 plan year.
  • Provide ongoing quarterly reviews, annual strategic planning, renewal management, carrier negotiations, financial modeling, executive presentations, open enrollment support, and measurable service standards throughout the contract term.
Required Experience
  • Minimum 5 years of employee benefits brokerage experience with demonstrated expertise in employee benefits consulting and brokerage services.
  • Must be licensed to conduct business in Utah and maintain all required professional licenses and certifications.
  • Demonstrated experience serving municipalities, government agencies, or other public-sector organizations.
  • Experience supporting at least three public-sector clients with more than 200 benefit-eligible employees.
  • Demonstrated experience with municipal benefits programs, public-sector workforce requirements, and benefits programs serving police, fire, EMS, and other public safety personnel.
  • Strong expertise in healthcare cost management, claims analysis, plan design, renewal strategy, carrier negotiations, benchmarking, financial modeling, and alternative funding strategies.
  • Experience with ACA, HIPAA, COBRA, Section 125, Medicare-related requirements, and federal and state employee benefits regulations.
  • Demonstrated capabilities in benefits technology, enrollment platforms, data integration, analytics, reporting tools, employee-facing technology, and enrollment support solutions.
