ASSISTANT CODE ENFORCEMENT MANAGER FOR LITTER SERVICES General Description
The purpose of this position is to enforce county ordinances along with the state’s litter law and regulations. In addition, this position assists the Code Enforcement Manager for Litter Services with day-to-day operations for the department. This position fills in for the manager in the manager’s absence making recommendations to the Director of Code Enforcement and/or administration in his or her absence.
Dutiesand Responsibilities
The functions listed below are those that represent most of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.
- Responsible for inspection of properties, structures, and vacant lots to determine compliance with applicable property maintenance codes and other County codes and ordinances.
- Drive, investigate, observe, and inspect. Take pictures of code violations and gather evidence such as vehicle info, owner data, complaint materials and other materials used to support the County's case.
- Draft violation and inspection notices, letters for contractors/property owners and other documents used to communicate with the public. Both written and verbal communication with the public and/or specific violators about code related issues.
- Present cases and supportive evidence to the court for litter, property and housing code violations following site investigations and inspections.
- Issue and/or complete code enforcement work orders. May supervise work crews.
- Inspect and ensure that all equipment is in good working condition and notify manager of any equipment maintenance needs.
- Assist in the upkeep of County Parks and Boat Landings when needed.
- Assist Animal Control with special events or specific incidents.
- Assist in training and evaluating new code enforcement officers with the daily use of computer programs, cameras, case files, and presenting cases in court.
- Maintain inventory of all office supplies and equipment reporting regularly to the manager the needs of the department.
- Respond to calls to assist the Orangeburg County Sheriff’s Office, Fire Services, or the Community Development Department concerning code violations.
- Assist the Code Enforcement Litter Services manager with the daily activities of the code enforcement/litter/parks department.
- Coordinate the handling and response to phone complaints of code violations and assign the tasks.
- Investigate crimes, interview witnesses, complainants, and victims; gather and preserve physical evidence for court; conduct follow up investigations as needed.
- Investigate and report dangerous, hazardous, or other related events; keeps bystanders out of danger; safeguards property; and renders first aid in emergency situations.
- Investigate illegal dumpsites and roadside trash to determine who may be responsible and issue citations or warnings as needed.
- View videos and other digital media evidence of illegal dumpsites, uncovered loads, or other code violations to determine identification and probable cause for enforcement actions.
- Supervise community service workers and coordinate the proper reporting to the court and Code Enforcement Supervisors.
- Maintain active membership with the South Carolina Litter Association and attend meetings and events etc.
- Research deeds and titles to properties to verify that the correct owner is listed.
- Prepare, process, and/or transmit various reports as required.
- Obtain and maintain certification as a Class 3 advanced law enforcement with the SC Criminal Justice Academy thus achieving and maintaining the required level of proficiency in the use of firearms, tactics, evasive action, and legal updates.
- Performs other duties and related work as instructed and assigned.
Requires High School graduation or GED equivalent.
Minimum of 2 years Litter Control or Law Enforcement related experience.
Special Certifications and Licenses- Must possess and maintain a valid South Carolina Driver’s License.
