Spartanburg County Information Technologies is building a unified, service-oriented technology organization focused on reliability, cybersecurity, collaboration, and excellent public service. This engagement offers the opportunity to work directly with IT leaders and subject-matter experts, help establish durable standards and documentation practices, and produce work that will materially improve the County's operational resilience and ability to serve employees and citizens.

New contract role supporting the County's Cybersecurity Program and Documentation Recovery initiative
. The position is being added to address documentation gaps, reduce reliance on institutional knowledge, improve operational resilience, and establish repeatable, maintainable documentation.

Project Scope

The Technical Writer will create, standardize, and organize the authoritative documentation produced through the County's Documentation Recovery initiative. Working closely with the Business Analyst, IT subject-matter experts, and IT leadership, the Technical Writer will transform discovery findings and technical knowledge into clear, accurate, consistent, maintainable documentation. Deliverables will support cybersecurity, IT operations, knowledge transfer, incident response, disaster recovery, business continuity, and long-term operational resilience.

Duties & Responsibilities
  • Develop and maintain clear, professional technical documentation using standardized County templates and conventions.
  • Create SOPs
    , operational procedures
    , system and application documentation
    , infrastructure documentation
    , runbooks
    , support procedures
    , administrative procedures
    , and knowledge-base articles
    .
  • Create and maintain incident-response
    , disaster-recovery
    , business-continuity
    , restoration
    , and recovery documentation in coordination with SMEs and leadership.
  • Translate complex technical information and SME interviews into accurate documentation usable by technical staff and appropriate operational audiences.
  • Create and refine diagrams, workflows, process maps, architecture-supporting visuals, and documentation graphics using Microsoft Visio
    .
  • Use Microsoft 365 extensively, including Word
    , Excel
    , Power Point ,
    Teams
    , Share Point , and related collaboration/document-management capabilities.
  • Apply consistent terminology, formatting, versioning, metadata, document ownership, review dates, and change history.
  • Collaborate with the Business Analyst to convert discovery outputs, requirements, inventories, and process maps into finished documentation.
  • Conduct document reviews with SMEs, reconcile feedback, verify technical accuracy, and prepare documents for approval and publication.
  • Help establish reusable templates, style standards, naming conventions, repository structures, and documentation lifecycle practices.
Candidate

Qualifications & Skills Required Skills (Ranked in Order of Importance)
  • 5+ years of demonstrated technical-writing experience producing professional documentation for complex IT or technology environments.
  • Advanced proficiency with Microsoft 365
    , especially Word and Share Point , plus Excel
    , Power Point ,
    Teams
    , and related collaboration tools.
  • Strong proficiency with Microsoft Visio for technical diagrams, workflows, process maps, and supporting visuals.
  • Demonstrated experience producing SOPs, runbooks, system documentation
