TheOpportunity
WSDOT is looking for an energetic and motivated individual to take on fiscal and administrative tasks at the Maintenance Office located in Spokane, WA. The position provides clerical and support services to the employees and management of ER Area
1. Areas in which it provides support include fiscal/financial business, payroll, travel, purchasing, tracking, accounting, and customer service.
Among the varied range of responsibilities held within this role, Fiscal Specialist 1 will:
- Monitor DOT Time and review payroll reports, leave balances and employee schedule changes.
- Receive and verify vendor invoices for accuracy in coding, as per Chart of Accounts, Purchase Contracts and Service Agreements.
- Prepare payment vouchers.
- Recognize the proper handling and appropriate response to activities and routine matters normally handled by the Fiscal Specialist Supervisor.
- Check invoices for correct complete delivery and pricing of materials.
- Pay by Invoice voucher or by using the Purchasing Card Management System (PCMS). Input and review entries in PCMS.
- Act as Area 1 Adopt-A-Highway coordinator. Establish and maintain Adopt-A-Highway groups. Provide training and equipment for new groups and existing groups as requested.
- Issue Special Motor Vehicle Permits. Understand various RCW and WAC laws and regulations pertaining to over-legal dimensional loads and disseminate information, answering questions.
- Report statistics to the state coordinator.
To be considered for this opportunity, the following are required:
- Office and Fiscal Support Functions: Demonstrated ability to perform office and fiscal support functions, including processing payroll, invoices, and purchasing documents, and maintaining accurate financial or administrative records in accordance with established policies and procedures.
- Application of Standard Office Procedures: Experience applying standard office procedures, including accurate data entry, document tracking, records management, and use of computerized office systems to support daily operations.
- Communication and Customer Service: Ability to communicate clearly and professionally, both verbally and in writing, with employees, supervisors, vendors, and members of the public to resolve routine issues and provide customer service.
- Office Technology and Software Proficiency: Demonstrated skill in using office technology and software, including Microsoft Word, Excel, email systems, and general office equipment (e.g., printers, scanners, copiers) to complete assigned tasks.
- Review and Quality Control: Ability to review information for accuracy, identify discrepancies, and take appropriate corrective action within established guidelines and deadlines.
- Confidentiality and Discretion: Experience handling confidential or sensitive information in a professional and discreet manner, ensuring compliance with applicable policies and procedures.
It is preferred that qualified candidates also have:
- Financial and Administrative Systems: Experience using WSDOT or state financial systems such as DOTtime, TRAINS, PCMS, or similar accounting and purchasing systems to process transactions, track expenditures, and maintain accurate records.
- Policy and Procedure Interpretation: Experience interpreting and applying agency policies, manuals, contracts, and procedures related to payroll, purchasing, or fiscal operations to ensure compliance and accurate processing.
