This recruitment is open to all applicants meeting the minimum requirements. Priority consideration will be given to Spokane County employees in a position covered by the 1553 Collective Bargaining Agreement (CBA) submitting applications between 7.6.26 and 7.13.26.
The position allocated to this class performs technical work involving the processing and coordination of projects and/or permit applications related to construction or land use, in accordance with applicable codes and office policies and procedures. Work includes public liaison and contact work to develop effective relations and resolve operational problems as required. Work performance is evaluated by the effective processing of assigned projects.
Project Coordinator 1 positions are technical, entry level, uncertified positions. Project Coordinator 2 positions are technical, certified positions. Duties of Project Coordinator 1 differ from the duties of Project Coordinator 2 in the level of code/process knowledge applied to projects. Under close supervision, a Project Coordinator 1 will generally process routine plumbing & mechanical permits, and small residential accessory buildings. As experience and knowledge are obtained, duties will include processing/plan review of more difficult assigned projects under close supervision.

A Project Coordinator 2 will exercise independent judgement under general supervision; duties and responsibilities will include all aspects of project processing, assigned plan reviews, environmental reviews, and/or commercial project review and coordination, as assigned.

**** ESSENTIAL JOB FUNCTIONS
*** Provides guidance and support to customers, staff, builders, developers, citizens/citizen groups and/or external agencies regarding construction code requirements, ordinances, procedures, policies and practices by interpreting applicable regulations and ensuring understanding of compliance standards as it pertains to construction permitting and processes.
* Processes and manages routine permit applications:  collects and receives all application materials; researches and reviews property information to verify legal description, tax parcel, owner/occupant, property address, and jurisdictional boundaries; checks records for any previous land use actions, building permits, etc.; determines whether all required site details are included in the application submittal for completeness; processes applications and issues approvals once all requirements are met;

creates and maintains organized and accurate permit files.
* Explains fee structures and routine technical information to applicants, assisting them in accurately completing permit applications as needed; calculates and confirms appropriate fee amounts, ensuring all required payments are received prior to proceeding with project review.
* Performs other related tasks such as:  prepares information and updates various logs; prepares title notices and record documents with the County Auditor; researches files/documents in processing public records requests; researches ownership and legal descriptions to verify location of construction; responds to media requests for information/interviews; assigns street addresses for incoming projects and for plats; coordinates certain compliance actions as assigned;

develops and/or uses electronic production procedures using PC systems and programs; drafts, implements and accomplishes approved work programs; and performs site visits for proposals when appropriate.
