Spokane Valley is seeking a highly qualified and enthusiastic employee to serve our City as a regular, full-time Stormwater and Water Resources Engineer in the Public Works Department. The ideal candidate will have exceptional professional skills and a strong desire to provide superior service to both internal and external customers.

• Provides engineering design, management, and review of engineering plans, reports, specifications, and estimates related to both municipal and private stormwater and water resources projects. Performs hydrologic and hydraulic analyses, modeling, and mapping using software such as SWMM, HEC-RAS, AutoCAD Civil 3D, and GIS tools. Focus areas include floodplain and floodway evaluations and reporting. Coordinates and manages consultants for the development of engineering plans, specifications, estimates, and technical reports.
  
  Coordinates the construction bid process, reviews bids and makes recommendations based on lowest and best bids and contractor competency. Oversees assigned projects to ensure consultant/contractor compliance with time and budget parameters. Assists in determining compliance with applicable stormwater and environmental requirements. Performs review of state and federal environmental regulations such as NPDES and UIC, BMPs, or emerging trends in water resources.

• Water Resources: primary focus on floodplain management, coordinating and managing consultants for development of floodplain and land-use engineering plans, specifications, estimates, modeling, mapping, and technical reports. Performs hydrologic and hydraulic analysis, modeling, and mapping using SWMM, HEC-RAS, AutoCAD Civil 3D and SSA, and ArcGIS tools. Coordinates with regulatory and planning entities such as FEMA, US Army Corps of Engineers, Association of State Floodplain Managers, and Washington State Department of Ecology.
• Stormwater Utility: provide engineering design, technical assistance, and regulatory compliance guidance for municipal projects involving stormwater collection, conveyance, water quality, UIC retrofit, and discharge facility improvements. Perform hydrologic and hydraulic analysis, modeling, and mapping using ArcGIS, SWMM, AutoCAD Civil 3D and SSA, Storm Shed, and other Rational Method tools. Coordinate and manage consultants for stormwater improvement projects including contract management, grant and funding management, schedule and budget management, and review/approval of engineering plans.
