Opportunity

WSDOT is seeking a skilled and motivated Transportation Engineer 3 to join the team in Spokane, WA. Reporting to the Area Consultant Liaison Engineer and Assistant Consultant Liaison, this position plays a critical role in managing consultant administration activities and ensuring consultant contracting procedures comply with state and federal regulations. The role independently organizes, coordinates, and performs technical reviews of consultant deliverables while communicating project schedule and budget impacts to leadership and supporting successful project delivery.

Additionally, the Transportation Engineer 3 serves as a design project management lead responsible for advancing highway transportation projects from pre‑design through PS&E delivery. Responsibilities include coordinating with consultants and internal WSDOT support groups to develop and complete project documentation required to achieve 30‑percent design milestones and supporting the review and delivery of final design packages.

What to Expect

Responsibilities include:

  • Manage WSDOT pre‑design documentation developed by consultants.
  • Oversee work and monitor progress to ensure deliverables are accurate, on‑time, and within budget.
  • Coordinate with Region Planning for required Complete Streets documentation.
  • Coordinate with Region Program Management in support of pre‑design package delivery.
  • Coordinate with Region Design Documentation Engineer for required approvals.
  • Lead technical reviews of engineering elements for agreements, supplements, and task orders.
  • Coordinate consultant data into WSDOT systems, such as Estimates and Special Provisions.
Qualifications

Required
:

  • Regulatory Interpretation and Compliance: Ability to interpret, apply, and ensure compliance with applicable state, federal, and local laws, regulations, policies, procedures, and contractual requirements in support of transportation projects and consultant agreements.
  • Technical and Contract Documentation Systems: Proficiency in using Microsoft Office Suite, Adobe Acrobat, Blue Beam, and electronic management systems to prepare, review, track, and maintain contract and project documentation accurately and efficiently.
  • Communication and Technical Information Delivery: Ability to communicate complex technical, contractual, and project‑related information clearly and professionally in both written and verbal formats to diverse audiences, including engineers, consultants, leadership, and non‑technical stakeholders.
  • Organization and Documentation Management: Strong organizational skills with demonstrated ability to manage data, maintain accurate records, prioritize details, and ensure documentation is complete and compliant with established standards and procedures.
  • Coaching, Knowledge Sharing, and Staff Support: Demonstrated ability to support team development through training, mentoring, knowledge sharing, and constructive feedback to strengthen staff capability, consistency, and performance.
  • Workload Management and Adaptability: Ability to independently prioritize and manage multiple competing assignments, coordinate tasks effectively, and adapt to changing priorities and deadlines while maintaining quality, accuracy, and compliance.
  • Contract Compliance Analysis: Ability to review and analyze consultant contracts and supporting documentation to ensure compliance with contract terms, project requirements, and applicable laws, regulations, and policies.
