Energy Program Manager; WMS BAND 3

The Energy Program Manager leads Washington State's statewide Energy Program, managing $400 million in Energy Savings Performance Contracting and $5 million in annual revenue. You will oversee program policies, contracts, and project delivery for state agencies, universities, schools, and municipalities seeking to reduce energy consumption. The role requires serving as the agency's technical expert on energy, sustainability, and building commissioning while ensuring projects comply with state law and meet client satisfaction.

• Eight years of combined experience in project management for capital construction or energy projects, or major study in mechanical engineering, electrical engineering, or architecture
• Knowledge of state public works laws, government policies, architectural and engineering project management, and technical design principles for public buildings
• Ability to communicate effectively with professional engineers, architects, client agencies, and senior management
• Professional engineer licensed in Washington State (preferred)
• Experience in public works contracting, budget development, strategic planning, and managing project managers (preferred)
• Proven track record developing and implementing statewide energy efficiency or facility-related service programs (preferred)
