Purpose of Accountant – Grants & Development

Under the supervision of the Finance Director, the Grants & Development Accountant is responsible for the financial processing, reconciliation, and reporting of grant-funds. This includes managing and monitoring monthly Housing Assistance Payments, Short-Term and Emergency Rental Assistance Payments and other vendor payments for temporary housing, maintaining grant bank accounts, and preparing billing for various state and federal grant programs. The position ensures accurate posting of grant activity, supports compliance with funding requirements, and assists with reconciliation and reporting.

The Grants Accountant also provides backup support for referral processing and participates in special projects as needed. The Grants/Development Accountant will be responsible for managing all aspects of accounting related to capital development projects including contract review, cost accounting, funder draw requests, cost certifications, and reconciliation and reporting through project completion.

Essential Duties and Responsibilities
  • Responsible for the processing and reconciliation of Short-Term Rental Assistance (STRA), Emergency Rental Assistance (ERA) and Transitional Housing payments.
  • Maintains and monitors the Grants bank account, including balance tracking and initiating necessary bank transfers.
  • Prepares and submits grant billings for various grant funders, including:
  • Department of Social and Health Services (DSHS)-ALTSA Rental Subsidy
  • Department of Children, Youth, and Families (DCYF) housing supportive services
  • Department of Social and Health Services (DSHS) Medicaid HRSN Program Health Care Authority (HCA) – Medicaid HRSN Program
  • and other state-funded programs.
  • Reconciles grant activity between software databases for accurate financial tracking.
  • Serves as backup for Grants Coordinators.
  • Responds to internal and external inquiries related to grant payments and processes, ensuring timely resolution of questions and issues.
  • Collaborate with Development Manager and Director of Asset Management on capital development projects, reviewing and negotiating funder contracts and project pro formas.
  • Tracks capital development sources and uses utilizing cost accounting.
  • Additional duties as assigned
Requirements Knowledge of:
  • Financial and accounting practices, including Generally Accepted Accounting Principles (GAAP).
  • Preparing and interpreting complex financial, program, and statistical statements and reports.
  • Analyzing, identifying, and resolving accounting discrepancies.
  • Strong computer skills, particularly with Windows-based systems, Microsoft 365 applications and spreadsheet programs.
  • Professional written and oral communication skills, with the ability to convey complex financial data to various audiences clearly and effectively.
Ability to:
  • Read, write and understand English.
  • Prepare financial, program, and statistical statements and reports.
  • Work independently, effectively organize tasks, streamline procedures, and meet deadlines.
  • Demonstrate advanced analytical thinking skills to identify, analyze, and solve complex problems with a high degree of accuracy and attention to detail.
  • Possess a comprehensive understanding of complex financial statements.
  • Collaborate effectively with department management, staff, and regulatory authorities.
