The Administrative Compliance Officer will be responsible for नी ensuring STA is compliant with all relevant laws, regulations, and policies. The position will be responsible for reviewing and updating agency-wide’ policies, procedures as well as oversight over fiscal management compliance. This role will also provide training on agency-wide policies and procedures with direction from the Chief Financial Officer and Department Directors.

Other duties include serving an internal audit function for the department as assigned by the Chief Financial Officer and will manage internal controls in coordination with the Financial Services Director, Procurement Director and Records Manager. The role will serve as an audit liaison for+"
+"local, state, and federal audits. Responsibilities will also include managing and auditing roles and workflow in STA’s financial system and related workflows. Work requires the application of independent judgement based on knowledge of the overall function of STA, financial accounting and auditing principles, financial systems, and project management. Work involves regular contact with all departments and levels within STA, as well as external support teams working in a highly confidential manner.

Work requires strong independent judgment, discretion, problem solving and coordination with others.

Examples of Duties
  • Ensure that effective internal controls are in place to ensure agency-wide compliance with the COSO Internal Control Framework as well as generally accepted accounting principles (GAAP) and applicable federal, state, and local rules and regulations.
  • Monitors developments and changes related to agency operations from the SAO, GASB or other governing bodies; evaluates impact on operations; recommends and implements practice and procedural improvements.
  • Responsible for working with all agency departments to review processes and develop policies and procedures as needed.
  • Develop policy training programs within the Agency’s online Learning Management System.
  • Monitor established policies and procedures; make recommendations for changes and improvements.
  • Write new and revised policies and procedures.
  • Maintain a centralized location for STA’s Administrative Policies and Procedures for agency-wide access.
  • Performs internal audits to ensure compliance with established policies and procedures.
  • Develops and implements audit quality controls; performs quality control review of audit reports and work papers; ensures clarity, logic, and adherence to internal and government accounting standards.
  • Develops functional relationships with other departments to facilitate audit activities involving the departments; provides requested consulting services as requested on a broad range of compliance, contractual and financial issues.
  • Serves as an Audit Liaison; coordinates external audit activities with regulatory agencies and other organizations as directed or required; responds to requests for data by obtaining, evaluating, and presenting data to requesting parties; responds to inquiries on data provided.
  • Responsible for workflow administration of STA’s financial system (Enterprise ERP), including managing user accounts, and auditing end‑user list and assigned roles to assure compliance with internal controls and assigned job responsibilities.
Education and Experience

Training and Experience
Bachelor’s degree in Business, Finance, Accounting or related fields. Two years of financial, accounting, or auditing experience demonstrating strong leadership, communication, analytical and problem‑solving skills. Technical writing skills highly desired. Must possess knowledge of compliance and internal control principles. Preferred emphasis or familiarity with public transportation or government accounting systems and policies.

Physical Requirements
The physical activity of this position requires the ability to hear, see and talk. Ability to make site visits; subject to standing, walking, bending, reaching, stooping, climbing stairs/ladders. Must be able to hear well enough, with or without correction, to receive and convey detailed information through verbal communication.
