Overview Of Position
This finance leader develops and manages complex budgets and management processes, including General Fund interdependencies between Capital and Grant programs, annual central budget development and reporting, and financial support for labor negotiations. The role partners with Grants, Accounting, and Payroll to improve, streamline, and facilitate finance processes. It assists the Budget Director of Financial Management with monitoring complex department budgets and district revenues to ensure variances are identified and incorporated into total district financial management data, and assists the Executive Budget Director with special projects supporting new district initiatives.

- Develop financial management or monitoring processes for district-wide activities such as central budget development, capital program interfaces, and grants management.
- Review budget reporting and monitoring requirements and assist in the development, implementation, and analysis of new, revised, or proposed budget systems and reports.
- Make recommendations to the Executive Director of Budget regarding potential major process changes.
- Analyze complex revenue formulas and calculate revenue and expenditure trends to support informed decision‑making.
- Identify major financial cost or revenue risks to the district based on program changes or proposals.
- Perform cost analysis and develop reports related to proposed program changes or new district initiatives.
- Initiate and conduct special projects in support of district goals.
- Determine timelines and tasks required to achieve required outcomes, develop action plans and required tools.
- Monitor and coordinate financial interactions between the Capital Fund and General Fund.
- Set recommended budget transfer amounts and capital‑to‑general‑fund revenue estimates.
- Provide financial and advisory support for collective bargaining/employee agreements.
- Analyze proposals and document annual and multi‑year contract costs and funding sources.
- Develop budget coding and processes for tracking new contract items and ensure resources are loaded into the district financial system.
- Research local economic and legislative data.
- Maintain current knowledge of state and federal laws and regulations to assess the fiscal impact of economic and policy changes.
- Interpret district budget and finances for the public, employee groups, and other agencies.
- Select, assign, supervise, schedule, and evaluate the work of assigned staff.
- Advise, assist, and train assigned staff in new processes.
- Lead role in special projects including supervising the work of others.
