Senior University Budget Financial Analyst

We are currently seeking a skilled, team-oriented applicant for the Senior University Budget Financial Analyst position within Budget Services. The analyst will support centralized fiscal and business management functions, oversee program operations, direct daily audit activities, and provide fiscal and administrative oversight of university budget requests. The position also serves as the central planning point of contact for university business units for personnel and resource allocation management.

Salary range: $68,278 – $92,837, dependent on education, experience, and skills.

Key Responsibilities
  • Analyze unit and/or departmental personnel and financial allocation budgets.
  • Advise and assist unit financial managers and/or budget managers on budget procedures and account status.
  • Evaluate requests for budget, financial, and statistical information.
  • Provide specific fiscal direction to departmental financial or budget managers to achieve operational sustainability and university goals.
  • Provide direct support to the labor relation team throughout negotiations relating to the fiscal impact of compensation increases.
  • Monitor, oversee, collaborate and train lower-level budget analysts on fiscal management, budget monitoring processes, available tools, and solutions.
  • Direct, control, implement, maintain, and reconcile standard fiscal processes, including labor reconciliations and comprehensive budget-level processes.
  • Review personnel action forms and budget allocation request forms for fiscal compliance, then process and approve or communicate as required.
  • Establish, monitor, and maintain university operational and capital budget procedures.
  • Assist in preparation and final review of the state capital budget request.
  • Conduct research and analysis on proposed legislation and fiscal impact to the university, preparing and reviewing fiscal notes.
  • Assist in researching, drafting, and preparing biennial request documents, annual budget documents, and other fiscal, budgetary, and planning procedures.
  • Prepare and present revenue and/or expenditure forecasts based on projections for management, departments, and other university units.
  • Research and analyze program results, trends of historical and prospective financial information.
  • Monitor the capital budget on a continual basis throughout the year.
  • Accept other duties as assigned.
Required Qualifications
  • Bachelor’s degree in business, public administration, accounting, finance, economics, statistics, or a closely related field AND at least three (3) years of professional experience in budgets, finance, management, or program analysis.
  • Familiarity with Microsoft Office products (Word, Excel, Access, Outlook).
  • Proficiency in Excel for extensive financial analysis.
  • Excellent analytical skills.
  • Highly organized with attention to detail.
  • Demonstrated interest, ability, and/or experience promoting cultural competency and diversity.
  • Adaptability and a responsive, flexible approach supportive of the needs including universal access for students, faculty, staff, and the public.
Preferred Qualifications

  • Excellent interpersonal and written communication skills.
  • Experience with Ellucian Banner HR/Payroll module or similar ERP systems.
