Summary

The Administrative Officer is located in the Logistics Service in a Mann-Grandstaff VA Health Care System (VA HCS) Spokane and supported catchment area - and - reports directly to the Facility Chief Supply Chain Officer (CSCO); the position has administrative responsibility - accountability - and oversight for the Logistics programs and activities across the full jurisdiction of the health care system;

coordinates and implements all the administrative activities of the service.

Qualifications

To qualify for this position - applicants must meet all requirements within 30 days of the closing date of this announcement - 03/02/2026. Time-In-Grade Requirement:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation - but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year - it may not clearly demonstrate you possess one-year time-in-grade - as required by the announcement. In this instance - you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:

GS-7 Specialized

Experience:

You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include - but are not limited to: coordinating and monitoring the functions of administrative services within an office; managing budget activities; assisting with contracting functions and managing procurement;

assisting with human resources functions to include recruitment - performance - training - etc.; preparing letters - reports and presentations; development and oversight of process improvement initiatives; retaining procurement records and reconciliations; analysis of operational efficiency and resource utilization; and compliance with accrediting agencies. While performing at the GS-07 level - it is expected that the incumbent will perform the major functions of the position at the full performance level but with significant oversight.

OR
- Education:

Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education - or - superior academic achievement demonstrating the knowledge - skills - and abilities related to the duties of the position.

OR - Combination:
Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond some specialized experience equivalent to the GS-5 grade level but less than one year - and I have more than six months - but less than 1 years of graduate education. I have computed the percentage of these requirements that I meet - and the total is at least 100% for the GS-7 grade level.

GS-9 Specialized

Experience:

You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include - but are not limited to: making decisions regarding what needs to be done and how administrative processes should be completed; providing staff assistance to operating and management officials by analyzing and evaluating current or projected management programs;

coordinating and monitoring the functions of administrative services within an office; managing budget activities; assisting with contracting functions and managing procurement; assisting with human resources functions to include recruitment - performance - training - etc.; preparing letters - reports and presentations; development and oversight of process improvement initiatives; retaining procurement records and reconciliations; analysis of operational efficiency and resource utilization;

and compliance with accrediting agencies.

OR
- Education:

Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree - or - 2 full years of progressively higher-level graduate education leading to such a degree demonstrating the knowledge - skills - and abilities related to the duties of the position or LL.B. or J.D.
