The Human Resources Specialist role will be responsible for a broad range of professional and technical Human Resources functions. Work includes responsibility for overseeing Spokane Transit’s recruitment and selection activities, including employment testing and new employee orientation. Work requires knowledge of affirmative action plans, employee relations, administration of leaves, benefits, Drug and Alcohol policies, HR practices and procedures, employment law, confidentiality, and application of independent judgment in determining proper actions within limits of program guidelines, administrative policy and negotiated labor contracts.

In Addition, the HR Specialist will be responsible for ensuring equitable hiring practices followed are in alignment with STA’s Equal Employment Opportunity program, perform job task analyses to develop job descriptions for new and evolving roles, design, update, and facilitate STA’s onboarding process, partner with management and training to track new hire progress and facilitate schedules which meet business needs, and develop and deliver training to team members across the organization.

This will require the HR Specialist to serve as the department’s subject matter expert on training and recruitment modules, remain abreast to changes in state and federal labor law, and ensure legal defensibility in all employment actions.

Examples of Duties
  • Administers the recruitment and selection process within the framework of STA’s policies, procedures and affirmative action program, including the screening and interviewing of job applicants, and administration of employment testing procedures to both internal and external applicants. Represents HR on internal employee committees. Provides back up generalist knowledge in support of all HR functions.
  • Works with hiring managers to understand and present open positions for recruitment. Sufficiently understands the soft, hard skills, and education required to perform the position to Spokane Transit’s standard.
  • Prepares job postings/ads. Updates job descriptions as necessary. Advertises postings with newspaper(s), websites, Worksource, or any other applicable resources.
  • Prescreens applications. Submits pre-screened applications to hiring manager for review and schedules interviews.
  • Administers specific testing mechanism to all positions.
  • Prepares questions for interview; assists in selection of candidate(s), conducts reference checks and background/credit checks; prepares offer letters/new hire paperwork, schedules physical/drug screen appointment(s) where appropriate.
  • Develops, updates, and conducts new hire orientations.
  • Introduces new employees to the core values and mission of the organization.
  • Educates new hires about the company culture; advises new hires of company policies.
  • Assures paperwork is completed in a timely manner.
  • Assures the organization is in compliance with federal and state regulations.
  • Assures that employee selections are made within guidelines of affirmative action; advises hiring managers in the interview processes to assure compliance.
  • Tracks and reports EEO/AA information/diversity in recruitment.
  • Assures proper labor posters are available throughout the organization.
  • Acts as an intermediary between the Director of Human Resources and others providing information or procedural/policy interpretation regarding a wide variety of sensitive issues.
  • Ensures employment issues are handled in accordance with the appropriate contract (i.e., sick leave policies) or policy.
  • Has considerable contact with employees and applicants to explain policies and procedures as necessary.
  • Assists the Chief Human Resources Officer in coordinating and administering human resource functions.
  • Confers with employees and employee groups on matters concerning human resources problems, procedures and regulations.
  • Develops and conducts employee educational workshops.
  • Processes human resource actions on matters affecting employment and general STA policy.
  • Reviews and updates the Chief Human Resources Officer and other Executives on staffing and salary levels, trends and forecasts for the Spokane Region, Spokane Transit, and the Transit Industry.
