Overview

Spokane’s largest manufacturing company, Jubilant Hollister Stier LLC, provides comprehensive manufacturing services in the pharmaceutical and biopharmaceutical industries. The Manager, Organizational Development, leads the design, execution, and sustainability of organizational development initiatives that enhance leadership capability, workforce readiness, and overall effectiveness across the Spokane manufacturing site.

Responsibilities
  • Design and execute site‑level organizational development strategies aligned with business priorities, workforce planning, and site transformation initiatives.
  • Lead leadership development efforts for frontline supervisors, managers, and senior leaders within a manufacturing environment, emphasizing decision‑making, accountability, and people leadership.
  • Partner with HR and leadership teams to implement talent assessment processes (e.g., 9‑box, readiness assessments) and succession‑planning strategies for critical roles across the Spokane site.
  • Develop OD solutions tailored to a mixed hourly and salaried workforce, supporting leadership effectiveness across shifts and operational teams.
  • Ensure OD and leadership programs account for operational realities, including shift coverage, production schedules, and compliance requirements.
  • Collaborate with Operations, Quality, EHS, and other site functions to embed organizational effectiveness principles into manufacturing execution.
  • Own the end‑to‑end new‑hire experience for the Spokane manufacturing site, ensuring a consistent, compliant, and engaging onboarding journey.
  • Design and deliver site‑level new‑hire orientation for hourly and salaried employees, aligned with FDA‑regulated manufacturing, safety, and enterprise onboarding standards.
  • Partner with HR, Talent Acquisition, Operations, Quality, and EHS to ensure onboarding content is role‑relevant, operationally practical, and culture‑reinforcing across a 24/7, shift‑based workforce.
  • Track onboarding effectiveness (e.g., early retention, time‑to‑productivity, feedback) and drive continuous improvement while aligning with corporate standards and Spokane‑specific needs.
  • Oversee the development and deployment of leadership and professional development programs aligned with enterprise frameworks while meeting site‑specific needs.
  • Ensure learning solutions are compliant, scalable, and effective in a regulated pharmaceutical manufacturing environment.
  • Measure program impact using defined KPIs and business outcomes; regularly review effectiveness and adjust strategies as needed.
  • Lead, coach, and develop a team of at least two direct reports, setting clear expectations, goals, and accountability for results.
  • Build organizational development capability within the HR function through mentoring, consultation, and strong partnership practices.
  • Serve as a consultative partner to site leadership and the HR team on matters related to organizational effectiveness, leadership capability, and workforce readiness.
  • Maintain alignment with corporate and global talent development standards while advocating for Spokane‑specific manufacturing needs.
Qualifications
  • Bachelor’s degree in Human Resources, Organizational Development, Industrial‑Organizational Psychology, Business, or a related field.
  • Master’s degree in organizational development, Human Resources, or MBA preferred.
  • 7+ years of progressive experience in organizational development, leadership development, or talent development.
  • Demonstrated experience supporting leaders in a manufacturing or operations‑driven environment.
  • Prior people‑management experience with direct accountability for developing and leading a team.
  • Strong experience partnering with leaders on workforce planning, succession, and organizational change.
  • Experience with in pharmaceutical, biotech, or FDA‑regulated manufacturing environments preferred.
  • Formal training or certification in change management or organizational development methodologies preferred.
  • Experience working with shift‑based or 24/7 operational work forces preferred.
