If so, the Washington State Department of Corrections Human Resource Consultant 2 (HRC2) position may be the perfect fit! We are seeking a dynamic and high‑performing individual, who embodies our core values, to join our Human Resources team with the goal of providing consultation, advice, guidance and support to managers, supervisors, and staff regarding multiple and diverse human resource issues and processes.
The Human Resource Consultant 2 is tasked interpreting and providing clarification of Collective Bargaining Agreements (CBA), Federal Laws, Washington Administrative Code (WACs) and Revised Code of Washington (RCW) regulations, DOC, HR and Division or Facility specific personnel policies/procedures, and other pertinent rules, regulations, and policies. This critical role requires the candidate of choice to have great computer and communication skills as you will work to input and monitor information into various programs.
Your communication skills will be put to great work as you interact with local staff members, staff at other DOC locations, other state agencies, other public entities, and the general public. This position may be called upon to assist other HR staff members, locally or statewide.
As a Human Resource Consultant 2, some of your duties will include:
- Providing consultation, advice, guidance and support to managers, supervisors, and staff regarding multiple and diverse human resource issues and processes in the areas of:
- Recruitment and selection
- Compensation
- Classification
- Diversity and inclusion
- Employee supervision
- Employee personal/work‑related illness/injury leave
- Leave
- Reasonable accommodation and just cause
- Interpreting and providing clarification of Collective Bargaining Agreement (CBA, Federal Law, Washington Administrative Code (WACs) and Revised Code of Washington (RCWs), DOC, HR and Division/Facility specific personnel policies/procedures; and other pertinent rules, regulations, and policies
- Corrective and/or disciplinary actions
- Labor Relations
- Occupational Health and Wellness
- Inputting and monitoring personnel actions and maintaining electronic and physical files to include:
- Inputting and monitoring personnel actions to include new hires, pay adjustments, promotions, and date calculations to ensure conformance with Civil Service Rules, personnel policies, and procedures
- Tracking employees on extended paid leave and leave without pay and process appropriate personnel actions
- Tracking and resolving personnel/payroll errors
- Coordinating personnel action completion and leave issues with payroll
- Administering the CBA Bid System
- Special projects and other duties as assigned
Required qualifications:
- High school graduation or equivalent
- Two years of broad‑based human resources experience
Additional experience may substitute for years of experience as follows:
College‑level coursework from an accredited institution whose accreditation is recognized by the US Dept. of Education or the Council for Higher Education Accreditation or a foreign equivalent may substitute year for year for up to one year. 30 semester or 45 quarter credits is equal to one year.
Preferred qualifications:
- Proficiency in MS Word and Outlook.
- Associate’s or Bachelor’s degree with focus on business, human resources, social or organizational behavioral sciences, or related field from an accredited institution whose accreditation is recognized by the US Dept. of Education or the Council for Higher Education Accreditation (CHEA) or a foreign equivalent.
- Two years of professional‑level human resource experience including assessing and facilitating solutions for human resource problems and issues.
- Six months or more experience using NEOGOV and HRMS.
- S/PHR or IMPA‑HR certification.
- SHRM‑CP or SHRM‑SCP certification.
