Overview

The Program Manager leads delivery of enterprise IT programs supporting the Department of State Bureau of Diplomatic Security. This role oversees project execution, technical teams, and contract performance to ensure secure, compliant, and high-quality mission solutions.

Key Responsibilities
  • Lead program delivery across Agile, Dev Sec Ops , and SDLC initiatives
  • Manage scope, schedule, budget, and performance metrics (e.g., Agile, EVMS)
  • Oversee cloud, software development, and system integration efforts
  • Ensure compliance with NIST, FISMA, FedRAMP, and DOS policies
  • Direct cross-functional teams (engineering, cybersecurity, operations)
  • Provide strategic planning, risk management, and stakeholder engagement
  • Deliver program reporting, documentation, and continuous improvement
Required Qualifications
  • 10+ years of IT program/project management experience (federal)
  • Experience supporting Department of State or similar agencies
  • Strong background in Agile, Dev Sec Ops , and cloud environments
  • Knowledge of ATO, RMF, and federal compliance frameworks
  • Demonstrated experience supporting government agencies, customers, or contracts within federal environments. This includes the Intelligence Community (IC), Department of Defense (DoD), Federal Civil agencies, and military organizations. Prior experience supporting the same or similar contract, with an in-depth understanding of the customer environment, requirements, and operational landscape, is highly desirable.
Certification
  • Project Management Professional (PMP) Certification, Agile, or equivalent certification
Clearance
  • Active Secret or Top Secret clearance required
