* Job Description:
** The
** Evidence and Data Management Advisor (EDM) Advisor
** sets the technical direction for this sector’s work and advises the FEWS NET DST Senior Management Team (SMT) on associated technical and administrative priorities. The EDM Advisor has five main domains of responsibility, including:
In consultation with relevant sector advisors and SMT, coordinating strategic planning for evidence development, including development of monitoring plans and planning for data/information collection. Developing, maintaining, and implementing policies, strategies, and management protocols, in accordance with USG regulations and in alignment with FEWS NET Data, Knowledge, and Learning Hub (Hub) guidance, for data created or collected by the FEWS NET DST.
Managing and overseeing the DST’s work on data systems managed within the greater FEWS NET project, including advising on technical design specifications and data collection, processing, cleaning, and validation protocols and implementation. Strategic engagement on data management and data systems across the FEWS NET DST technical team, with other mechanisms within the broader FEWS NET team, and with external audiences.
Managing data analysis and visualization systems within the DST domain, including survey data collection applications, ArcGIS mapping, and other systems as relevant. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
** Responsibilities:
*** Evidence collection planning and coordination
** Coordination of strategic planning for evidence development, including monitoring planning and data/information collection.
* Engagement with SMT, sectoral advisors, country staff, regional staff, and the Chemonics PST in order to identify evidence needs in relation to analytical priorities, develop proposals to collect priority information, and to identify solutions to resolve technical and logistical implementation challenges.
* Identification of opportunities for the DST to leverage public and partner data for DST analysis.
* Linkage of evidence collection efforts with data analysis and data management systems, processes, and tools.
* Develop knowledge management tools to ensure management-level visibility on DST information collection activities project-wide.
* Advising, as needed, on evidence-related IPC protocols, particularly in relation to IPC-compatibility, IPC evidence standards, and other relevant topics.
* Data analysis and visualization
** Lead development of DST project solutions in relation to key or intensive data analysis challenges.
* Coordination of retrospective analyses of the FEWS NET DST’s early warning analysis and communication for decision support by developing and supporting systems to review the quality, accuracy, consistency, and efficacy of the DST’s acute food insecurity early warning analyses.
* Support the exchange of lessons learned from retrospective analyses within the FEWS NET team and with external stakeholders, where relevant.
* Leading the development of new conceptual and practical tools to support flagging of threats to food security globally.
* Support, as needed, exploration, refinement, and adoption of artificial intelligence solutions in DST analysis and analytical workflow processes.
