Under general supervision of a higher level official, an employee in this class performs security work involving the prevention of unauthorized entry; protection from fire, theft, espionage, sabotage, or other damage at a Virgin Islands Government property.

Work is reviewed through periodic inspections for compliance with general special instructions as well as evaluations and investigations.

DUTIES (NOT ALL INCLUSIVE)
  • Patrols grounds and buildings at assigned station.
  • Maintains requisite logs/registers and submits reports as required.
  • Escorts disorderly personnel off premises when necessary.
  • Intercepts strangers; obtains reasons for their presence.
  • Responds to emergencies as required.
  • Performs other related duties as required.

High School Diploma, General Equivalent Diploma; or tenth (10th) grade completion and at least six (6) months security guard work experience.

FACTORS-1 - KNOWLEDGE REQUIRED BY THE POSITION
  • Knowledge of the basic methods and practices of guard work as it relates to safeguarding and protecting life, building, and property.
  • Knowledge of the operating principles of small firearms, and of safety precautions to be observed in their handling and use.
  • Knowledge of all applicable departmental rules and regulations.
  • Skill in the care and use of firearms.
  • Ability to understand and execute oral and written instructions.
  • Ability to react quickly, calmly, and correctly in highly stressful emergency situations.
  • Ability to recall details and events (e.g., names, faces, time, etc.).
  • Ability to deal tactfully, courteously, and impartially with the public.
  • Ability to develop skills in the use of portable radio transmitters/receivers.
  • Ability to express oneself clearly and concisely orally and in writing.
FACTORS-2 - SUPERVISORY CONTROLS

Work is assigned through oral and written communication with detailed instructions required only for non-typical, new, difficult, or unusual aspects of the work. Work is reviewed for compliance with established policies, regulations, and procedures.

FACTORS-3 - GUIDELINES

Guidelines consist of established rules, regulations, policies and procedures. While guidelines are generally applicable, the employee is expected to make adoptions and adjustments in dealing with problems that occur.

FACTORS-4 - COMPLEXITY

Work involves responsibility for patrolling grounds, buildings, and entry points; escorting disorderly personnel off premises, intercepting strangers and obtaining reasons for their presence; responding to emergencies and maintaining logs/registers as well as submitting periodic reports. Tact and discretion are paramount in interpreting and defusing potentially unpleasant encounters.

FACTORS-5 - SCOPE AND EFFECT

The purpose of the work is to prevent unauthorized entry into the facility, ensure that personnel do not enter restricted areas within the facility, and escort disorderly persons off the premises. This contributes toward maintaining security in and around the property.

FACTORS-6 - PERSONAL CONTACTS

Contacts are with members of the general public, and other government employees. Contacts may be face to face, via telephone/radio, or in writing.

FACTORS-7 - PURPOSE OF CONTACTS

The personal contacts involve exchange of information, interrogating trespassers, justification of actions taken, settling matters, directing employees and visitors away from prohibited areas. At times, it is necessary for an employee in the class to deal with people who are uncooperative and/or hostile.

FACTORS-8 - PHYSICAL DEMANDS

Work entails prolonged standing and walking. An employee in this class is required to be in good physical condition and maintain a state of mental and physical alertness over extended periods of time.

FACTORS-9 - WORK ENVIRONMENT

The work may be performed indoors and/or outdoors with potential exposure to the elements, deadly weapons, violent individuals and vehicular traffic.
