Through our Crosswalk programs, VOA serves youth and young adults experiencing homelessness or housing instability, helping them navigate systems, build skills, and move toward safer, more stable futures.

The InReach Case Manager works directly with unaccompanied youth ages 12–24 who are experiencing homelessness or are at risk of homelessness in Spokane County. This role focuses on outreach, relationship-building, and individualized case management, supporting youth both in the community and within systems of care.

This position is well suited for a self-directed, proactive go-getter—someone who does not wait for work to come to them. InReach Case Managers actively follow up on referrals, maintain contact when appointments are missed, and consistently reach out to re-engage youth. While youth are encouraged to direct their own goals and decision‑making, the Case Manager remains alongside them—coaching, supporting, and problem‑solving in real time to help move goals forward.

This role requires initiative, follow‑through, and persistence, particularly when working with youth who may be disengaged, hesitant, or navigating instability.

• Provide outreach and case management to unaccompanied youth experiencing homelessness
• Build trusting relationships using trauma-informed, youth-centered approaches
• Proactively track referrals, appointments, and missed appointments and re‑engage youth as needed
• Support youth in identifying their own goals while providing hands‑on guidance to help achieve them
• Sit alongside youth as they complete tasks such as applications, phone calls, paperwork, and system navigation—supporting independence without taking over
• Connect youth to housing resources, education support, employment assistance, and basic needs
• Staff office hours at area high schools to support students experiencing housing instability
• Collaborate with community partners and internal VOA teams to coordinate referrals and services
• Complete Coordinated Entry assessments and housing referrals when appropriate
• Maintain timely and accurate documentation in HMIS (CMIS) and behavioral health systems (Credible)
• Meet program requirements for billable services and grant documentation
• Participate in supervision, team meetings, and required trainings

Full-time, 40 hours per week. Core schedule is Monday through Friday, 8:00 a.m. to 5:00 p.m. Schedule may vary based on outreach needs. Occasional evenings, weekends, or holidays may be required.

• Bachelor’s degree in Social Work or related field and at least one year of experience working with youth OR
• High school diploma or GED and at least two years of equivalent experience
• Eligibility to obtain an Agency Affiliated Counselor (AAC) credential within 30 days of hire
• Ability to work effectively with youth who have experienced trauma, instability, or system involvement
• Strong communication, organization, and documentation skills

• Reliable transportation, a valid driver’s license, and ability to maintain auto liability insurance
• Ability to travel locally throughout Spokane County; mileage is reimbursed
• Ability to pass required background checks, including DCYF and driving record review
