Position: DSHS HCLA Social Service Specialist 3

Overview

DSHS HCLA – Social Service Specialist 2 or 3 is a one-year, in-person, intensive training program located in Spokane, WA. The role is field‑based, with weekly travel required, and may allow a flex schedule after the first six months of training.

The position supports HCLA’s vision of enabling seniors and people with disabilities to live with health, independence, dignity, and control over their decisions.

Responsibilities
  • Conduct in‑person, client‑centered functional assessment interviews using a laptop and software at clients’ homes or residential facilities
  • Determine eligibility for programs including Community First Choice, Community Options Program Entry Systems, Medicaid Personal Care, and other applicable programs
  • Develop individualized service plans in collaboration with clients and representatives
  • Act as a client advocate, coordinating client needs with families, facilities, and community resources, providing consultation, networking, family support, and crisis intervention
  • Provide case management to high‑risk adults as part of a service plan following an adult protective service investigation
  • Authorize appropriate services and payments
  • Document contacts and situations; prepare and provide testimony at hearings and legal proceedings when required
Qualifications
  • One year as a Social Service Specialist 2
  • Or a Master’s degree in social services, human services, behavioral sciences, criminal law/justice, or an allied field plus one year of paid Social Service Specialist 2 experience
  • Or a Bachelor’s degree in a related field plus two years of paid Social Service Specialist 2 experience
  • Or six to seven years of professional experience directly in social services, human services, behavioral sciences, or criminal law/justice with an emphasis in specialized case management for disabled or vulnerable adults
  • Note:

    A two‑year Master’s degree that includes a practicum substitutes one year of paid experience
Preferred Knowledge, Skills, and Abilities
  • Understanding of Medicaid and/or medical terminology and policy implementation
  • High degree of mindfulness
  • Effective and flexible communication with clients, representatives, and community partners
  • Ability to work in diverse home environments with a varied caseload
  • Excellent multitasking, time management, organizational, and critical‑thinking skills to meet deadlines and adapt to changing circumstances
  • Completion of comprehensive assessments and development of individualized service plans
Benefits and Career Growth

Experience assisting vulnerable adults is desired but not required. The role is set up for advancement to Social Service Specialist 3, with training plans for those starting at level
2. Salary is commensurate with qualifications and experience.
