Salary$76,968 - $103,536 annually. This salary does not include the 2% general wage increase effective July 1, 2026.
Position SummaryEngage youth and families, build policy knowledge, and take on a leadership role by facilitating Youth and Family Meetings (YFM) primarily for the Spokane Central office while providing backup facilitation for other Region 1 offices.
The OpportunityUnder the direction of the Regional Meeting Program Administrator, facilitate Youth and Family Meetings, support family decision‑making, and promote permanency for children across Region 1.
Responsibilities- Facilitate meetings for families and other participants within policy timelines to ensure permanency and to make safe and least restrictive placement decisions for children.
- Lead regional professional social services staff engaged in strength‑based identified model activities, including the identified model meeting process.
- Track, schedule, and facilitate permanency planning meetings.
- Identify safety threats, strengths, needs, protective factors, and conditions for return home in behavioral terms at meetings.
- Draft and analyze proposed action plans for the safe placement of children.
- Provide consultation, guidance, and training on family meeting practices and principles.
- Complete thorough and timely data collection for individual and regional program reporting.
- Network and develop relationships with community partners to support caregivers and families who work with DCYF.
Equivalent education and experience totaling nine years in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs.
OR
One year of experience as a Social and Health Program Consultant 3 or equivalent,
OR
Two years as a Social and Health Program Consultant 2 or equivalent,
OR
A Bachelor’s degree in social work, a health or social science, public administration, or a related field, plus five years of professional experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs.
OR
A Master’s degree or higher in social work, a health or social science, public administration, or a related field, and four years of professional experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs.
- Previous demonstrated extensive knowledge of federal and state child welfare laws and regulations.
- Working knowledge of safety and risk assessment, family preservation, principles of family‑centered and child‑focused practice, and strategies for family engagement.
- Experience building relationships with clients, staff, and community leaders.
- Background in child welfare permanency planning.
- Knowledge of Indian Child Welfare.
- Understanding of the dependency court system and process.
- Proficiency with Microsoft Excel, FAMLINK, and other data systems to gather information.
- Ability to actively engage with parents, providers, community partners, and tribal families, including extended family members.
- Understanding of DCYF Child Welfare programs and policies and ability to provide accurate information to staff, community, and external partners.
- Training and mentorship/coach skills to train on the program.
Position requires a minimum of two years of driving experience and a valid driver’s license. Must successfully complete formal training courses required by law, policy, and regional requirements within one year of appointment.
