Job Title

Regional Disability Liaison (SHPC2).

Location

Olympia, WA - Statewide Location. Work is performed within an office, with occasional work in the field. This position may be subject to a hybrid work environment, depending on need. The selected candidates can choose a designated workstation from a DCYF Office location within its assigned Region. Some travel is required;
This position provides support to staff located across the assigned catchment, and travel to attend meetings/trainings/conferences in-state will be required, with possible out-of-state travel.

The Department of Children, Youth, and Families is looking for multiple Regional Disability Liaisons (SHPC2s) to be a part of a brand new team in Child Welfare! Each Liaison will support one designated Region but will sit on the Child Welfare Programs and Practice Team. These positions lead designated regions in removing barriers to clients getting the resources and support services they need.

These positions also monitor regional practice to ensure DCYF meets the requirements of the Voluntary Resolution Agreement (VRA) with the U.S. Department of Health and Human Services (HHS) and the U.S. Department of Justice (DOJ).

These Liaison positions provide extensive opportunities to lead regional collaboration with staff, supervisors, and regional leadership and will have the chance to develop consistency in Child Welfare practice and networking across the State. These opportunities will provide a chance to grow in multiple areas, including leadership, system and practice change by helping merge Child Welfare and Disability practice. These Liaison positions require extensive knowledge of DCYF Child Welfare policy, procedures, and practice, as they provide guidance and advice for critical case decisions, Federal reporting, and court documentation.

The Opportunity

The Regional Disability Liaison role serves as a designated specialist for the Child Welfare (CW) direct service workforce to meet State and Federal policy and regulatory expectations as well as the current Voluntary Resolution Agreement (VRA). The Regional Disability Liaison is responsible for implementing process and practice improvements involving statewide operational change through specialized identification of and service delivery for clients with disabilities and their families, resulting in more equitable treatment.

The Regional Liaison provides learning experiences that go beyond traditional systemic navigation by integrating the “why” into CW practice when assessing and serving the disabled population, including documentation standards and policy expectations, into every interaction with individuals who may or do have disabilities. This role ensures that CW staff have the knowledge, skills, and confidence to serve individuals with disabilities accurately and consistently through high-quality casework.

By translating policy, practice standards, and business processes into accessible learning experiences, this position strengthens the accuracy, consistency, and quality of practice and decision-making across the continuum. Through training, coaching, and collaboration with program, policy, and ADA partners, this position directly contributes to improved outcomes for children and families by supporting a workforce that can fully leverage the resources available to best serve individuals with disabilities and to promote safety, permanency, and well‑being.
