This position performs specialized professional environmental work in the Onsite Sewage Program (OSP) and Facilities Programs, making independent decisions, performing inspections, site evaluations, research, permit application and project reviews for new and existing septic tank installations and repair permits for failing systems. It is also responsible for inspection and permit issuance in all areas of the OSP, investigation of sanitary nuisance complaints or other septic related complaints, and maintaining a knowledge of all statutory and rule requirements, codes and regulations.
This position is required to be Department of Health certified in the Onsite Sewage program within 6 months of hire.
Responsible for conducting inspections and issuing permits for aerobic treatment units and performance-based systems, initiating enforcement actions by drafting non‑compliance and warning letters. Conduct inspections and issue permits for industrial/manufacturing zone onsite sewage and disposal systems (OSTDS), and conduct sanitary nuisance and other septic related complaint investigations. Gather evidence and information for legal actions. Inspect new and existing septic tank installations and complete all paperwork.
Perform site evaluations for septic tank permit applications, review application completeness, identify environmental impacts, assist in resolving environmental issues, draft proposed agency action, coordinate reviews, issue permits or send denial letters after site tests. Inspect failing septic systems and issue repair permits. Inspect regulated systems for compliance. Inspect septage haulers, portable toilet operations, septage land application areas, and lime stabilization.
Review federal and state environmental health laws and regulations, prepare reports.
Responsible for conducting animal bite investigations and preparing reports for the Health Department Rabies Surveillance program. Prepare specimens for the state laboratory. Serve as liaison with Hernando County Animal Services, law enforcement agencies, medical and veterinary offices, and the public. Prepare legal action and maintain records qualified as legal documents. Maintain knowledge of applicable rules and regulations.
Conduct inspections of biomedical waste facilities based on applicable codes and Environmental Health standard operating procedures. Approve initial licenses for biomedical waste facilities, monitor safe and sanitary disposal, implement educational programs for professional knowledge, awareness and capabilities of biomedical waste handling and packaging.
Conduct food service establishment inspections at required frequencies. Investigate food‑borne illness and food hygiene complaints. Approve initial licenses for food service establishments.
Conduct mobile home/RV park, recreational camp and migrant labor camp inspections, and approve initial licenses for mobile home/RV parks and migrant labor camps.
Conduct preliminary and follow‑up site inspections of group care facilities to evaluate and ensure compliance with codes.
Conduct swimming pool inspections at required frequencies. Provide education and training to swimming pool operators.
Responsible for Limited‑Use water supply system inspections and sanitary surveys. Collect bacteriological and chemical samples. Perform well site inspections, well surveys and main clearances. Coordinate program with other agencies. Review, complete and submit Limited Use variance applications to the Water Programs Office.
Collect water samples for the Coastal Beach Monitoring (Healthy Beaches) program. Assure samples delivered to the Department of Health Tampa Branch Laboratory timely for analysis.
Conduct preliminary and follow‑up inspections of body piercing, tattooing and tanning facilities to ensure code compliance. Coordinate work with other Environmental Health staff and assist them in investigations and evaluations. Attend at least two training sessions per rating period.
