Education & Experience:
- Salary range is $94,036.80 to $. Actual starting pay depends on the experience and skills considered during the offer process.
- Bachelor’s degree or professional certification in urban planning, engineering, architecture, landscape architecture, geography, or related field required. Specialized training in GIS desired.
- Master’s degree in urban planning, engineering, architecture, landscape architecture, geography, or related field preferred. A combination of qualifying education and experience may be considered.
- Five years of similar or related experience is required.
Under the supervision of the Community Development Director, this position is an exempt position under FLSA. This employee incorporates both the completion of administrative work and project management related to complex current and long-range planning activities. Duties include managing a variety of assignments and projects related to the development review process as well as conducting special or long-term projects. This includes land use and zoning regulatory controls as well as site plan review to ensure conformity with planning and land-use practices.
Independent judgment and initiative are regularly used to perform analytical tasks, develop and present recommendations. May oversee other less experienced staff members to coordinate the preparation of planning reports and supporting documents.
- Analyzes city development proposals and reviews construction plans for developments.
- Responds to inquiries using various means of communication from the public and other departments regarding development proposals, zoning, ordinances, and codes related to the regulation of development in the City, long-range planning, and other planning-related activities including explaining the rationale and reasoning behind local land use regulations, state planning law, and policies of the comprehensive plan.
- Provides assistance to applicants through the development review process.
- Manages and provides recommendations for long-range projects to include managing or completing the research, analysis, and assimilation of information.
- Oversee the review and approval process, including the preparation of staff reports for all requests to vacate right-of-way or other publicly held easements. Responsible for ensuring conformity with adopted rules and regulations, ensuring the public notice is published, and notifying all utility companies.
- Works with departmental staff to ensure planning-related conditions are addressed, including the review of occupancy permits, and shell and tenant finish building permits. This may also include obtaining and managing letters of credit or other sureties.
- Maintains and updates database and geographic information files.
- Perform on-site inspections to analyze how regulations are being applied in order to recommend improvements to the Comprehensive Plan and Development Code.
- Performs research related to zoning district, deed restrictions, and subdivision covenants.
- Perform other duties as deemed necessary or assigned.
