MS4 Superintendent
GENERAL STATEMENT OF RESPONSIBILITIES The MS4 Superintendent manages the municipality's stormwater management program to ensure compliance with the Phase II Municipal Separate Storm Sewer System (MS4) permit requirements under the Tennessee Water Quality Control Act and regulations administered by the Tennessee Department of Conservation. This position oversees stormwater program implementations, regulatory reporting, inspections, and public education initiatives to protect local water quality.
This is a full-time exempt position reporting directly to the Public Works Director.
ESSENTIAL JOB FUNCTIONS The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, repeated or a logical assignment to this class.
- Implement and maintain the Stormwater Management Program (SWMP).
- Ensure compliance with MS4 permit requirements and environmental regulations.
- Coordinate the six MS4 minimum control measures including public outreach, illicit discharge protection, construction site runoff control, and municipal pollution prevention.
- Conduct or coordinate stormwater inspections and investigate illicit discharges.
- Prepare annual MS4 reports and maintain regulatory documentation.
- Support public outreach and community education on stormwater pollution prevention.
- Coordinate with municipal departments on stormwater regulations and best management practices.
EDUCATION AND EXPERIENCE
- Bachelor's degree in environmental science, Environmental Engineering, Civil Engineering, or Related Field (preferred)
- Experience in stormwater management, environmental compliance, or municipal infrastructure programs.
- Knowledge of erosion and sediment control practices and stormwater regulations.
- Strong communication, organizational, and problem-solving skills.
- Certified Professional in Erosion and Sediment Control (CPESC) is preferred.
- MS4 Inspector or related stormwater certification is preferred.
PHYSICAL REQUIREMENTS The employee is regularly required to use hands to handle, feel or operate objects, tools, machinery, or controls and reach with hands and arms. The employee is required to talk and hear. He or she is occasionally required to stand, walk, sit, climb, balance, stoop, kneel, crouch, crawl, and smell. The employee may occasionally lift and/or move up to 50 pounds.
Specific vision abilities required by this job include close and distance vision, color vision, depth perception, and the ability to adjust focus. While performing the duties of this job, the employee will occasionally work outside in all weather conditions, as well as in an office environment using office equipment such as computers, facsimile, copier, etc.
