Exxon Mobil Low Carbon Solutions is seeking an experienced UIC Regulatory Lead to help drive the advancement of our Carbon Capture and Storage (CCS) portfolio along the U.S. Gulf Coast.
In this role, you will lead regulatory strategy and execution for Underground Injection Control (UIC) programs, with a focus on Class VI permitting, compliance, and operational optimization. You’ll play a critical leadership role connecting subsurface, wells, operations, and regulatory teams—ensuring safe, compliant, and efficient CO₂ storage at industrial scale.
You will also serve as a key interface with regulators, helping shape the evolving CCS regulatory landscape while delivering best-in-class permitting outcomes.
What You Will Do- Own compliance with UIC permit requirements across a growing CCS portfolio
- Lead development and submission of permit applications, amendments, and renewals
- Ensure high-quality technical content (e.g., subsurface modeling, well design, monitoring plans, risk assessments)
- Drive continuous improvement in permitting efficiency and quality
- Oversee regulatory compliance across the full project lifecycle, including monitoring, reporting, and verification
- Engage regulators proactively to support timely approvals and influence policy evolution
- Partner with subsurface, wells, environmental, and project development teams to align technical and regulatory requirements
- Support design of monitoring, surveillance, and seismic programs to optimize performance within regulatory frameworks
- Integrate permitting timelines into broader project execution plans
Advise business and commercial teams on regulatory risk, timelines, and feasibility
- Develop strong, trusted relationships with regulatory agencies
- Represent Exxon Mobil in industry forums, technical working groups, and regulatory discussions
- Monitor industry trends and competitor activity to inform strategy and best practices
Required Qualifications
- Bachelor’s degree in engineering, geoscience, environmental science, or related field
- 10+ years of experience in subsurface, wells, environmental, or regulatory roles
- Direct experience with UIC permitting, CCS projects, or closely related regulatory frameworks
- Strong knowledge of Class VI UIC regulations (EPA and/or state primacy programs)
- Experience developing or reviewing technical permit components (e.g., AoR modeling, well design, monitoring plans)
- Demonstrated ability to work across disciplines in a complex, matrixed organization
- Strong communication and stakeholder engagement skills
- Direct involvement in Class VI permit applications and approvals in the U.S.
- Experience in CCS project development and integrated workflows
- Familiarity with MRV frameworks and EPA Greenhouse Gas Reporting Program (Subpart RR)
- Understanding of adjacent low-carbon sectors (e.g., hydrogen, CDR, geothermal)
- Experience influencing regulatory policy or participating in industry advocacy
- Advanced degree in a relevant technical or business discipline
