The Terminal Agency Coordinator is responsible for ensuring the Smith County Sheriff’s Office compliance with TLETS/NLETS/TCIC/NCIC policies and the CJIS Security Policy that are mandated and monitored by DPS and FBI. This position ensures the Smith County Sheriff’s Office stays connected with the law enforcement community both nationally and internationally. Ensure agency-wide adherence to CJIS Security Policy, including reporting breaches, misuse, or system compromises to DPS.
Maintain and update Non-Terminal Agency Agreements and Management Control Agreements for all partner agencies receiving CJI through Smith County. Administer access for all TLETS/TCIC/NCIC users, including creating, modifying, disabling, and auditing user accounts. Oversee physical and logical security of all DPS-provided equipment and any device accessing CJI.
These minimum standards set by the Texas Commission of Law Enforcement (TCOLE) must be met in order to qualify for licensure as a Telecommunicator in Texas.

- Assigned as the point of contact for DPS and the FBI that is responsible for ensuring compliance with TLETS/NLETS, TCIC/NCIC and the CJIS Security Policy for the agency.
- Serves as the Sheriff’s Office administrator for multiple law enforcement systems to include but not limited to the TLETS system, LEEP, CJIS Online, and DPS Secure Site.
- Develops and recommends changes to administrative directives and operational procedures in response to changes in state and federal rules and regulations.
- Provides training to Sheriff’s Office personnel (both incoming and ongoing) on policies and procedures related to TCIC/NCIC systems and real-time software systems, ensuring compliance with legal requirements and operational efficiency.
- Identifies, prepares, conducts, and documents appropriate state certification and recertification training to Smith County personnel, Sheriff’s Office personnel and volunteers, contractors, vendors and prepares reports of DPS and TCOLE reviews of courses that have been completed.
- Coordinates the agencies various audit processes by monitoring ongoing compliance with state and federal regulations while properly preparing for oversite reviews.
- Provide initial and ongoing training for all personnel accessing TCIC/NCIC/TLETS/NLETS systems, including telecommunicators, jailers, investigators, and partner agencies.
- Directs, supervises, and evaluates the work activities of assigned personnel, including recruitment, training, scheduling, performance reviews, counseling, and disciplinary actions, while participating in the selection and development of new staff.
- Regular and consistent attendance for the assigned work schedule is essential.
- Attend DPS-provided training, conferences, and seminars for updates on state and national system policies and procedures.
- Perform background investigations on Communications Division applicants as needed.
- Comply with all Smith County Sheriff’s Office policies and procedures and perform additional duties as assigned.
- Must be able to perform work that is extremely sensitive in nature, requiring considerable tact, discretion and the ability to maintain confidentiality.
