BRIEF

JOB DESCRIPTION:

The Department of Energy Resources (DOER), a Cabinet-level executive branch agency responsible for the state’s energy resources, planning, programs, and development, is seeking a strategic and collaborative Manager of Planning and Policy to join its leadership team. The Manager of Planning and Policy is a key leader within the Department providing strategic leadership in the delivery of key statutory responsibilities associated with ensuring the adequacy and security of the energy infrastructure upon which Maine relies.

The ideal candidate is a strategic leader with advanced communication and analytical skills who possesses the ability to advance complex energy policy initiatives and build strong, effective relationships across government and industry. In this role, you will lead a dynamic, passionate, multidisciplinary team, inspiring cross-functional collaboration, clarity, and purpose toward shared objectives. The DOER seeks to advance affordable, reliable and cleaner energy for the benefit of all Maine people and businesses.

  • Lead and support efforts related to energy transmission planning, regional energy markets, and federal regulatory activities.
  • Lead DOER’s regulatory priorities, including before the Maine Public Utilities Commission.
  • Lead energy procurements, including underlying technical analysis, contract management, and coordination with other state entities and stakeholders.
  • Lead energy program development, implementation, and review including integration of distributed energy resources.
  • Lead and support efforts around special projects and energy policy studies that seek to meet legislative requirements or priorities of the DOER.
  • Monitor and support the office’s legislative activities to ensure the DOER maintains successful relationships with elected officials and successfully achieves priorities with the legislature. Includes reviewing bills, attending hearings and other items as needed.
  • Contribute to the overall operations of the DOER, including taking on tasks as needed related to administrative and budget management and communication.
  • Provide management and supervision to DOER staff to achieve the primary responsibilities of the DOER, meet office goals and deadlines and to foster an environment that encourages professional growth for staff members.

MINIMUM QUALIFICATIONS:

  • Nine (9) years of education, training, and/or professional experience in Energy, Economics, Engineering, Business, Political Science, or a related field that illustrates experience in the development, analysis, and implementation of policy and program management.
  • Strong leadership and supervisory experience.
  • Knowledge of electric distribution and transmission systems, energy generation, wholesale energy markets, and energy procurement.
  • Experience with state, regional, or federal energy planning and regulatory processes.
  • Excellent strategic planning, project management, and policy development skills
  • Exceptional written and verbal communication abilities.
  • Proven ability to build relationships and collaborate with diverse stakeholders
  • Strong analytical and problem-solving skills with the ability to manage multiple complex initiatives.
