Position OverviewIllinois Department of Commerce and Economic Opportunity (DCEO) Office of Financial Management (OFM) is seeking an experienced accounting supervisor to oversee accounting operations for several state and federally funded grant programs and oversee reconciliation activities for the Department. The Program Accounting Manager (PSA) will supervise 2 to 5 staff, manage hundreds of grant awards, maintain general ledgers totaling more than $200 million, and perform complex financial reconciliations.
EssentialFunctions
- Serves as Program Accounting Manager.
- Serves as full‑line supervisor.
- Manages operations of the Reconciliations unit by preparing, developing and implementing policies and procedures.
- Directs preparation of sub‑grant periodic and closeout/final financial status reports (FFSR) in accordance with federal and state guidelines, reviewing, evaluating and approving individual sub‑grant closeout/FFSR packages.
- Responds to program staff and auditor questions and furnishes explanations and data related to administration of Accounting and Grant Systems.
- Performs journal entry posting to the general ledger for assigned activities such as indirect costs, IT costs, and audit costs based on system data or reports.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
- Completion of four (4) years of college with courses in business, public administration, finance or accounting.
- Three (3) years of progressively responsible administrative experience in a public or business organization in professional accounting.
- Three (3) or more years of experience in government accounting.
- Three (3) or more years of experience in grant administration.
- One (1) or more years of supervisory experience.
- Master's Degree in Accounting or Business Administration.
- Intermediate level proficiency in Microsoft Excel or other spreadsheet software.
- Certified Grants Management Specialist (CGMS) certification.
- Certified Public Accountant (CPA) license.
- One (1) or more years of experience with SAP accounting systems or other accounting software systems.
- One (1) or more years of experience with Amplifund software or other grant management software systems.
- Advanced level proficiency utilizing Microsoft Access or similar database systems.
- Completion of a background check and self‑disclosure of criminal history.
- Valid driver’s license.
- Ability to travel in the performance of duties, including overnight stays as appropriate.
- Compliance with the Illinois Governmental Ethics Act, filing a Statement of Economic Interest and Supplementary Statement of Economic Interest.

SalaryAnticipated starting salary range: $8,300 – $9,050 monthly (salaried, full‑time)
