Duties As a PROGRAM ANALYST (TITLE
5), GS-0343-9, you will plan, analyze and/ or evaluate the effectiveness of line or operating programs. Major Duties - This is NOT an all-inclusive list:
* Analyze evaluation results on both a quantitative and qualitative basis to provide concise and objective information to identify accountability strengths and weaknesses.
* Review reports and studies to ensure that user requirements are met and appropriate rules and regulations are utilized.
* Develop and administer a system of reviews, management controls, evaluations, and checklists designed to ensure conformance with law and regulations.
* Independently evaluates the effectiveness of substantive unit programs and processes in meeting their established goals and objectives.
* Plan, coordinate, and carry out the successive steps in fact-finding and analysis of issues necessary to complete each phase of assigned projects.
* Evaluate unit and organizational effectiveness.
* Identify problems, review production standards, and make tentative recommendations for problem resolution.
* Develop recommendations to correct deficiencies or suggest program or process improvements for the organization.
* Note deficiencies, identify necessary resources, and recommend corrective action.
* Conduct studies of work processes and procedures.
* Assist in the development of directives and the design, development, documentation, and implementation of various reporting systems.
* Review workload requirements to ascertain areas where procedures can be combined, distributed, or simplified to increase productivity, efficiency, or effectiveness and is able to utilize centralized planning and decentralized execution of mission objectives. Requirements Conditions of employment

* Federal employment suitability as determined by a background investigation.
* May be required to successfully complete a 2 year Trial Period.

* This position is subject to provisions of the DoD Priority Placement Program.
* The incumbent of this position description must have at a minimum, a completed National Agency Check (NAC) prior to position assignment.
* Irregular and overtime hours may be required to support operational requirements or contingencies.
* This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
* This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Qualifications AREAS OF CONSIDERATION:
The areas of consideration for this position, Title 5 Excepted Service, will be in the following manner and sequence:
* The FIRST area of consideration for this position will be candidates who match through the Priority Placement Program (PPP).
* The SECOND area of consideration will be Veterans' Preference (VP) eligible.
* The THIRD area of consideration will be all excepted permanent and indefinite temporary technicians within the ILNG.
* The FOURTH area of consideration will be all current Federal Employees.
* The FIFTH area of consideration will be all Federal re-employment eligible.
* The SIXTH area of consideration will be U.S. Citizens. SPECIALIZED EXPERIENCE : GS-09 Level - MUST possess specialized experience, which includes 12 months of experience equivalent to at least the next lower grade, GS-07, in the Federal service which has provided application of practices, theories, techniques, and methods of management; experience analyzing, interpreting, and developing policies and procedures of local management.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, Ameri Corps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
