The Health Facilities and Services Review Board (HFSRB), through its Certificate of Need (CON) program, aims to contain health‑care costs, approve or disapprove applications for construction or expansion of health‑care facilities, and promote development of health‑care facilities in areas where formal need has been established. Authority for the HFSRB is from the Illinois Health Facilities Planning Act [20 ILCS 3960].
The Project Review Manager performs highly complex functions and assignments (which may be confidential in nature) including supervision of the review staff and process and evaluation of health‑care facilities construction and modification transactions for conformance with statutory and regulatory requirements of the Health Facilities Planning Act. The role conducts economic and financial feasibility analyses pertaining to health‑care facilities to determine economic and related impact of capital and related expenditures upon health‑care costs in the community, region, or state.
The manager assists in the development of policies concerning the review of cooperative agreements, mergers, or acquisitions among and between health‑care facilities and related entities with respect to anti‑trust and economic impact issues, serves as expert advisor and participates in the development of policy, rules and regulations pertaining to health‑care facilities, and directly reports to the Board’s Administrator while coordinating closely with the Board’s General Council, Compliance Officer, and Rules Coordinator.
