Position Overview
The Illinois Prisoner Review Board is seeking a proactive Business Manager to report directly to the Chief Fiscal Officer. The role involves managing vendor voucher processing, generating statistical reports, and assisting with the agency’s annual budget. The candidate must communicate effectively with the public, staff, and senior management.
Essential Functions- Oversee procurement functions of the Fiscal Department.
- Serve as working supervisor.
- Direct the process of gathering specifications, preparing contracts, and negotiating and tabulating bids for various contractual services.
- Analyze past and current expenditures to determine agency needs for commodities, services, and equipment.
- Coordinate with Human Resources to complete timekeeping and payroll functions.
- Perform other duties as assigned or required within the scope of the duties enumerated above.
- Completion of a four‑year college degree majoring in business administration or a related field.
- At least two (2) years of professional business experience, such as work as a Business Administrative Specialist or equivalent training.
- One (1) year of experience conducting fiscal operations within a multi‑million‑dollar organization.
- Two (2) years of experience with enterprise resource planning (ERP) software such as SAP or comparable systems.
- One (1) year of experience with procurement software (e.g., Bid Buy).
- Extensive knowledge of state government functions and agency practices.
- Two (2) years of experience handling conflict resolution among staff, vendors, and clients.
- One (1) year of experience with Illinois Procurement Code contract establishment and monitoring.
- Bachelor’s degree in Business Administration, Business Management, Finance, Economics, or Accounting.
- One (1) year of experience with timekeeping and payroll functions in a business setting.
- Must pass a background check.
- Must be able to travel, including overnight stays, as required.
- Must possess a valid current driver’s license.
- Eligible for the Statement of Economic Interest program under Illinois law.
- Anticipated starting salary: $6,135 monthly (effective 7/1/26); full range $6,135–8,790 monthly.
- Full‑time, salaried position.
